 Reason for Selection |
This project contributed to a substantial improvement in port productivity as measured by labor remuneration linked to measurable performance targets. There was also a dramatic increase in the volume of containers handled by over 90 percent during the five years after the opening of the facility. Port development was accompanied with appropriate environmental protection measures.
The project was noteworthy for fostering participation among multiple stakeholders. This was one of the first Bank projects to recognize trade union leaders as part of the negotiation team—with the concurrence of the Government of Mauritius the President of the Port Louis Harbor and Dock Workers Union was invited to World Bank headquarters to participate in the discussions. The subsequent social plan and agreement concerning voluntary retirement was later replicated in the Mauritian sugar industry. Regular consultations were held with the private sector as well, which led to the establishment of the Port Users Council.
Supervision was frequent, appropriate, and timely. The Bank worked closely with both the government and implementing agencies, providing them with excellent financial advice and technical support. The Bank’s exceptional ongoing support after project closure was appreciated by the government. This comprised ongoing technical advice and proactive discussions on sector reform which have culminated in a recent decision by the Council of Ministers to establish the port as a major transshipment hub. |
