Reason for Selection

The Philippines Country Assistance Strategy Completion Report provides a candid and thoughtful assessment of the achievements and deficiencies in implementing the Country Program. It provides a comprehensive, detailed, and well-documented assessment of the major features and achievements of the Bank's fiscal year 2003-05 assistance program. It also discusses deficiencies of the implementation of the 2002 Country Assistance Strategy, for example, the failure of the Region to: (i) monitor the policy matrix it produced for two successive Country Assistance Strategies, including the last Country Assistance Strategy; (ii) generate objectives that were internally consistent; (iii) clearly identify the outcomes expected under each objective; and (iv) provide performance indicators for measuring progress. Good self-evaluation, as exemplified by this report, is key to learning.
