Cambodia Phnom Penh Power Rehabilitation Project

Reason for Selection

The project was highly satisfactory at entry and in supervision. Potential adverse social impacts were addressed by appropriate design choices, such as using concrete and wood poles instead of transmission towers and using existing rights-of-way to minimize land disturbance. Environmental and social safeguard issues were effectively addressed, including issues of compensation and land acquisition. The project enabled the expansion of energy access in Phnom Penh exceeding appraisal targets as reflected in reductions in system loses and improvements in service quality and reliability. The project enabled the initiation of important reforms, including the restructuring of the electricity sector, establishment of a legal and regulatory framework, and formulation of a sound basis for sector planning and investment decisions.
