IEG Good Practice Awards: 2005 Winners

Implementation Completion Report (ICR) Award

Winner

ICR for the Brazil Second AIDS and STD Control Project

Reason for Selection

This ICR is clearly and tightly written and is rigorous and balanced in its assessment. The ICR presents baseline, target and end-of-project data on the original indicators identified at appraisal as well as on a number of additional ones used during supervision. It makes good use of available data, realistically interprets it, substantiates the ratings well, and is careful in pointing out data limitations and gaps. It provides constructive insights and lessons—also relevant to other countries—on how to improve the effectiveness of future investments in AIDS and STD control.
