IEG Good Practice Awards: 2004 Winners

Project Award

Winner

Bangladesh Third Rural Electrification Project

Reason for Selection

The Bank undertook a concerted dialogue with the government on rural electrification and succeeded in supporting a large expansion of rural connections and helped push through an ambitious program of transferring lines from parastatals to cooperatives. Network losses for the transferred lines were reduced from 30-50 percent to 15-20 percent. Performance-based remuneration was introduced for the management of the cooperatives. Despite the challenging overall country and sector environment, the project performed well on measures of economic efficiency. Experience with the cooperatives supported under the project provides lessons for other countries in the region.
