Inventory of World Bank Analytic Work on HIV/AIDS

The World Bank finances or manages analytic work which is typically commissioned or carried out by the operational units or the research arm of the Bank. An initial inventory based on a review of internal records and an e-mail survey of Bank staff who work on HIV/AIDS revealed more than 200 pieces of analytic work since 1989 that have a primary focus on HIV/AIDS. The number has risen dramatically particularly from 1999 to the present.

The attached file of analytic work on HIV/AIDS through June 30, 2004 presents for each entry the title, author, World Bank task manager, category of analytic work (research or economic and sector work), document type (journal article, background paper, country study, discussion paper, policy research working paper, newsletter, proposal, strategy paper, book, etc.), country (if country-specific) and region.

Surveys of the Reach, Quality, and Usefulness of World Bank Analytic Work on HIV/AIDS

The evaluation team conducted surveys of delegates attending (i) the 13th International Conference on AIDS and STDs in Africa (ICASA), in Nairobi, Kenya, in September 2003 and (ii) the World Bank Human Development (HD) Forum in Maryland, in November 2003. The survey questionnaires asked delegates whether they'd ever heard of or read selected Bank publications on HIV/AIDS. For any publications that had been read, respondents were asked to rate the technical quality and usefulness of the publication in their work. The survey also captured the respondents' demographic characteristics and use of two Bank-sponsored AIDS Web sites.

Methodology:

International Conference on AIDS and STDSs in Africa (ICASA) Survey:
The evaluation team conducted a survey of delegates attending the 13th International Conference on AIDS and STDs in Africa (ICASA), in Nairobi, Kenya, in September 2003. The survey questionnaire (in English and French) asked delegates whether they'd ever heard of or read twelve selected Bank publications on HIV/AIDS. For any publications that had been read, respondents were asked to rate the technical quality and usefulness of the publication in their work. The survey also captured the respondents' demographic characteristics, access to the internet, and use of two Bank-sponsored AIDS Web sites.

A numbered evaluation questionnaire was included in each of the 6,000 registration packets for the conference and the completed questionnaires were collected at the UNAIDS/World Bank booth throughout the event. A total of 465 completed questionnaires were received.

The Independent Evaluation Group (IEG) is an independent unit within the World Bank; it reports directly to the Bank's Board of Executive Directors. The goals of IEG 's evaluations are to draw lessons from Bank experience, and to provide an objective basis for assessing the results of the Bank's work.
