During the IDA16 replenishment process, donor and borrowing country representatives agreed that IDA should focus more on delivering development results—with a special emphasis on the development themes of gender, climate change, fragile and conflict-affected countries, and crisis response. These "frontier" issues were chosen due to their critical importance to helping countries achieve the Millennium Development Goals by the target date of 2015 and ensuring development gains made over the last decade were not placed in jeopardy.
