IDA Special Allocation Index (ISAI) - 2013

The World Bank’s IDA Special Allocation Index (ISAI) is based on the results of the annual Post-conflict Performance Indicators (PCPI) exercise that covers the countries eligible for IDA’s exceptional allocations.

Exceptional IDA allocations consist of two windows: (a) countries emerging from severe conflict (post-conflict countries); and (b) countries that after prolonged disengagement have begun the process of reengaging with IDA, but do not qualify for the first window (reengaging countries). In 2013 ten countries were eligible for exceptional allocations, six for the post conflict window and four for the re-engaging window. The PCPI consists of 12 criteria grouped in four clusters (Economic Management and Structural Policies; Social Inclusion and Human Development; Governance; and Post-Conflict Risk). All four clusters are used to assess the performance of the post-conflict countries, while only the first three are used for the re-engaging set. The content reflects the emerging consensus that tackling development challenges in post-conflict and other fragile situations requires a deep understanding of the links among the security, political, economic, and social spheres.

To underscore both the role of the instrument in IDA’s Exceptional Allocations and that the coverage of the exercise extends beyond post-conflict situations, the overall country score is referred to as the ISAI.
