International Directory of
Utility Regulatory Institutions

Heartened by the positive response to the first edition of this Directory from the regulatory community, we contacted all institutions listed to verify and/or update their information. In addition, we called upon colleagues in the regulatory community and in the World Bank to help us identify new institutions in the energy, telecommunications, transport, and water and sewerage sectors. Reflecting the continuing trend towards private participation in the provision of infrastructure, utility regulatory agencies are being established in a growing number of both OECD (Organization for Economic Cooperation and Development) and non-OECD countries. Throughout the process, we sought to identify and list information for those institutions with responsibility for economic regulation, irrespective of their status as autonomous or semi-autonomous institutions or (part of) government ministries. As a general rule, we have not listed information for direct service providers. Also, please keep in mind that some of the institutions listed may have responsibilities extending beyond infrastructure.

We are well aware that some of the information listed in the Directory will change or may already be out-of-date. The process of compiling systematically this information on utility regulatory institutions is an ongoing process.
