Overall description

SUPER/OLADE-BID is a micro-computer based set of analytical tools for performing power system generation and interconnections planning at the local, national or sub-regional level. Hydro reservoir management is an area of special interest. Optimisation and simulation capacities are provided, to enable obtaining the least cost plan and for analysing any group of tentative plans. SUPER also produces expansion strategies which take into account risks and uncertainties in variables such as demand growth, project costs, fuel costs, construction schedules and hydrological behaviour.

- Technical and economic parameters of Conservation and Load Management candidate programs;
- Pre dispatch of non conventional generation;
- Historical record of natural hydro inflows;
- Technical and economic parameters of generation projects (existing and candidates for expansion): hydroelectric, thermoelectric, geothermal, interconnections, etc.;
- Scenarios of yearly demand forecasts;
- Probability distribution of fuel costs, construction schedules and construction costs;
- Basic environmental data of expansion projects;.
- Existing financial information;
- Model parameters, explained in the users guide.

Issues addressed and basic approach

Macroeconomic analysis
Exogenous.

Total energy system analysis

Demand analysis: Hourly, weekly and monthly load models created for sectors (residential, commercial, industrial, etc.), regions, sub-systems and for the whole system. Economic evaluation of energy-conservation programs and demand side options;
Resource analysis: Conservation, hydro, geothermal and thermal plants (coal, oil, gas, nuclear);
Supply side analysis: Technological representation of the electricity sector including a full representation of coal, hydro, gas, oil, nuclear and geothermal plants;
Supply/demand balance: Least cost and minimum risk optimisation.
Detailed electric system analysis
Load curve: Calculated from historical data and from demand forecasts, modified to account for conservation and pre-dispatch;
Load characterization: Hourly models for typical days. Continuous and stair case load duration curves for weekly and monthly periods;
Generation expansion analysis: Endogenous, includes least cost plan and minimum risk strategies;
Transmission: Interconnections are expansion options.

Easy data input. Modules can be added/deleted with some support from OLADE.

Implementation in a Window environment. Modules are menu-driven. Extensive error checking provided. Relational database used.

Documentation
Reference manuals containing mathematical formulation and solution approach, as well as User Guides provided for all modules. Extensive on-line aids included. Documentation available in Spanish, English and Portuguese.

Case studies
Venezuela: Least cost generation expansion plan, to obtain a loan approval by IDB. Hydro-Thermal power system that includes large multi-annual reservoirs. Three interconnected areas;
Brazil: Expansion plan and strategies of North-North East sub-system. Mainly Hydro System with multi-annual reservoirs;
C. America: Interconnection study of six countries, most predominantly hydro including reservoirs with at least annual regulation;
Colombia: Minimum risk expansion strategies. Mainly Hydro system with multi-annual reservoirs;
Jamaica: Least cost generation expansion plan of a mainly thermal system. Emphasis on evaluation of demand side options and financial analysis;
Panama, Nicaragua and Ecuador: Least cost plans for medium and long terms.
