A project must meet at least one of two criteria to be included in the
PTI: (a) the project includes a specific mechanism for identifying and reaching the poor; or (b) the
proportion of the poor among project beneficiaries is significantly larger than their proportion in
the overall population. An adjustment operation is considered to be poverty-focused when
IT meets at least one of the following criteria: (a) it reorients public expenditures in favor
of the poor, including spending on basic social services and rural infrastructure; (b) IT
eliminates distortions and regulations that limit poor people's access to labor and credit
markets, productive resources, and basic social servicesas well as policy-induced distortions in
input or output pricingin order to help the poor to increase their income-generating
opportunities; (c) or IT supports safety nets that protect the most vulnerable. |
