Fiscal 1998 was marked by continued improvement in the quality and quantity of the Bank's operational work, including greater development effectiveness by the Bank and better products and services for clients. Highlights for the year include:

  • The satisfactory outcome rate for Bank operations rose from 68 percent for operations evaluated in fiscal 1997, to 72 percent for operations evaluated in fiscal 1998.

  • The percentage of problem projects declined slightly from 14.8 percent to 14.2 percent;

  • The time between project appraisal and Board approval declined from 7.8 to six months;

  • Decentralization progressed; 22 country directors were based in the field at the end of fiscal 1998.

  • Country assistance strategies (CAS)s were delivered with higher standards of quality in terms of country ownership, strategic focus, candor, and participation; and

  • A number of new products were developed (see box 4-1).
