An adjustment operation is considered to be poverty-focused when it meets at least one of the following criteria: (a) it reorients public expenditures in favor of the poor, including spending on basic social services and rural infrastructure; (b) it eliminates distortions and regulations that limit poor people's access to labor and credit markets, productive resources, and basic social services-as well as policy-induced distortions in input or output pricing-in order to help the poor to increase their income-generating opportunities; or (c) it supports safety nets that protect the most vulnerable.
