Toolkit is an interactive guide to assist
policy analysts and program designers
evaluate if a fertilizer
promotion program would be an appropriate tool for meeting either
welfare or economic growth objectives and, if so, design the type
of program that would be most appropriate in a given context.
In
responding sequentially to a hierarchical set of questions about
goals, characteristics of the potential beneficiaries, fertilizer
response and profitability, and the nature of existing fertilizer
demand and supply, the user is guided to a subset of program
and policy instruments that is most likely to meet their needs and
an extensive set of case studies that illustrate how these program
and policy instruments have been applied in the past.
