VACI 2013: Strengthening transparency, public integrity and accountability, minimizing corruption

Hanoi, December 29, 2012 - The Government Inspectorate, the World Band and other co-sponsors officially launched the Vietnam Anti – Corruption Initiative Program 2013 (VACI 2013) with the theme of “Strengthening transparency, public integrity and accountability, minimizing corruption” on November 29th, 2013.

Mr. Tran Duc Luong – Deputy Government Inspector General, Ms. Keiko Sato – Acting Country Director for World Bank Vietnam, representatives from the Australian Agency for International Development (AusAID), Irish Aid, Embassy of Sweden and the Department for International Development (DFID-UK) which co-sponsor the Program, attended the launch.

“Vietnam Anti – Corruption Initiative Program 2013” is the second program of the Vietnam Anti – Corruption Initiatives (VACI) series. The first VACI program was organized in 2011 with 160 participating proposals and 34 best ones received awards for implementation of their proposed initiatives.

In the press conference launching the Program, Mr. Tran Duc Luong, Deputy Government Inspector General said: “The Party and State of Vietnam are taking corruption fighting as one of the focal tasks of all levels of authorities, of all sectors and of the whole society. The Government is focusing on strengthening transparency, public integrity and accountability as one of the solutions to prevent and combat corruption”.

On behalf of the donors, Ms. Keiko Sato confirmed donor’s commitments to support Vietnam’s anti – corruption efforts in general and the Vietnam Anti – Corruption Initiative Program in particular. “We believe that under the leadership of the Government Inspectorate, the VACI program will continue to be a drive-force for multiple initiatives and actions of the people from all classes of the society, and will contribute to the fight against corruption for more equitable development of Vietnam,” said Sato.

The VACI 2013 looks for and supports the implementation of innovative ideas at the grassroots level to strengthen transparency, public integrity and accountability, and to reduce corruption. At least 20 prizes are expected to be awarded to the most innovative and feasible proposals with the total grants of VND 6 billion for implementation across the country.

The program consists of two major components:
      • Innovation Competition – is an open competition through a jury process. Through this competition, funds for project implementation will be awarded to the most outstanding and innovative proposals, meeting requirements of the Program on the themes, contents and formats and feasibility.
      • Knowledge Exchange – is a forum for sharing knowledge on the legal framework, updating new developments and situation, sharing practical experience as well as other issues relating to the theme of strengthening transparency, public integrity and accountability for effective anti – corruption, focusing on such sub – themes, including building a service – oriented public administration, strengthening public service ethics, strengthening transparency and the right to access information and improving accountability.

Following the launching ceremony of the Program, the Organizing Committee have  organized five workshops to introduce the Program in Hanoi, Thai Nguyen, Dak Lak, Ho Chi Minh City and Can Tho from 12 December 2012 to 20 December 2012.

The deadline for proposal submission is March 18th, 2013. Program’s Guidelines, application form, and program handbook can be found in both Vietnamese and English on the websites of Government Inspectorate and World Bank in Vietnam.

The first round of selection of the Innovation Competition will be held in April 2013, and the final round of selection of the Innovation Competition and the Knowledge Exchange will take place in June 2013 in Hanoi.
