    Where is the money going?

    How much money do governments collect, and what are they doing with it? These basic questions are at the core of the fiscal transparency agenda, which is critical for sustainable development. A prevailing culture of secrecy and lack of transparency on the part of state actors were some of the main grievances expressed during the Arab Spring. In response, many governments have focused on promoting open government reforms. Fiscal transparency, coupled with citizen engagement, is key to help deliver on the promise of better development results and to rebuild trust in government. The time for action is now.

    Reforms underway but more needs to be done

    This Tuesday, April 17 please join us for a high-level roundtable that will gather finance ministers and civil society representatives from across the region for an open dialogue on the benefits and challenges of fiscal transparency and how to sustain the momentum for reform

    H.E Amr El Garhy

    Minister of Finance, Egypt

    Appointed as Egypt's Minister of Finance in March 2016, Mr. El-Garhy started his career back in 1981 at Chase National Bank, which was transformed into CIB in 1986. He then worked at CIB for twenty years from 1986 to 2006. In 2006, he was selected as part of the team mandated to establish and manage Commercial International Investment Company (CIIC) that covered the horizon of investment management and investment banking. During 1999 to 2002, he headed investment banking operations at Fleming CIIC company that was established in partnership with investment bank Rubert Fleming and Co. In 2002, he joined EFG Hermes as board member and Managing Director as well as Co-headed its investment banking operations. In December 2004, he was selected to become Vice Chairman and Managing Director of National Investment Bank reporting directly to the Minister of Finance. He assumed such post and function until the end of March 2013. During May 2013 to February 2016, Mr. El-Garhy became board member and Managing Director of Citadel Capital Holding

    H.E. Maher Hammad Johan

    Acting Minister of Finance, Iraq Former Director in the Ministry of Planning. Key counterpart for the Iraq PFM project.

    Dr. Johan has been Acting Minister of Finance as of June 2017. His main area of focus is in the international and sustainable development, and national planning. He has a PhD. Degree in Civil Engineering from the University of Baghdad.

    H.E Mohammed Al-Jadaan

    Minister of Finance, Saudi Arabia

    Minister since November 2016. Educated at Ibn Mohammed bin Saud University, specialization in Islamic Economics. Legal diploma from Riyadh University. Previously a commercial lawyer and Chairman of the Capital Markets Authority in Saudi Arabia. Serves as Governor (representing Saudi Arabia) at the Arab Monetary Fund, Islamic Development Bank Group, International Monetary Fund, World Bank Group, OPEC Fund for Development, and Asian Infrastructure Investment Bank. Oversaw the opening of the Tadawul Stock Exchange and the loosening of Saudi's regulatory framework to foreign investors. Part of the Saudi Vision 2030 reform team, focusing on foreign investment, transparency, anti-corruption, and part of the team overseeing the Aramco IPO.

    H.E Mr. Eklil Hakimi

    Minister of Finance, Afghanistan

    Afghanistan's Minister of Finance since January 2015. Previously, Mr. Hakimi served as Afghanistan's deputy foreign minister as well as its ambassador to China, Japan and the United States. During his time as the Extraordinary Representative and Ambassador of the Islamic Republic of Afghanistan to the United States, Hakimi played a vital role in securing aid and support for Afghanistan. His efforts have paved the way for the implementation of important national and regional projects for the future of Afghanistan. In 2002, Hakimi served as an advisor to the Finance Ministry of Afghanistan and played a significant role in capacity building for the Ministry. In 2003, as a founding member of the Civil Service and Administrative Reform Commission, Hakimi began working to improve the structures of the Afghan government’s administrative and financial institutions.

    H.E Omar Malhas

    Minister of Finance, Jordan

    Mr. Malhas is Jordan’s Minister of Finance. Previously, Mr. Malhas was Chief Executive Officer of the Electricity Distribution Company, and servced as Vice Chairman of its Borad of Directors. Between 2010-2015, Mr. Malhas was General manager of the Housing Bank of Jordan. He holds an MBA in Banking and Finance from Birmingham University in the UK, and a BBA in Economics from the University of Louisiana in the US.

    Mr. Amr Lashin

    Transformation and Innovation Director, Care International, Egypt (TBC)

    Amr Lashin is currently the Transformation and Innovation Director of CARE International in Egypt, which aims to build the capacity of local government bodies to give citizens the opportunity to participate in establishing priorities for development and public service delivery and to enable them to hold local government accountable for delivering those services. Amr holds a Bachelor Degree from the Faculty of Urban & Regional Planning, Cairo University. Holding more than 12 years of experience in the fields of Urban, Environmental, social and Economic development, Lashin also gained experience in local administration & civil society organizational assessment and capacity strengthen with good management, coordination, evaluations and leadership skills he has worked with international organizations like GIZ and other multinational and national private sector companies.

    Lamia Moubayed

    Director, Institute of Finance, Lebanon

    Lamia Moubayed Bissat is currently the Director of the Institut des Finances Basil Fuleihan. Ms. Moubayed holds an M.Sc. degree in Agricultural Economics and Development from the American University of Beirut (Bs '87, MS '90). She has completed the terms of an MBA from the "Ecole Supérieure des Affaires ESA". She is also trained in development cooperation. Prior to joining the Ministry of Finance, Ms. Moubayed worked in the private sector as an economist and project manager. She also worked for United Nations agencies namely UNDP and ESCWA.

    Sayed Ikram Afzali

    Executive Director, Integrity Watch, Afghanistan

    Sayed Ikram Afzali is the Executive Director of Integrity Watch since 2014. Mr. Afzali is also the Chairman of the Oversight Commission on Access to Information (OCAI) since 2015. He has worked in the area of democratic governance with a focus on civil society and anti‐corruption for more than a decade. He has been working with the civil society and media in Afghanistan since 2005. Mr. Afzali has managed and overseen various projects related to policy research, good governance, and anti‐corruption with national and international organizations. He has worked as the Coordinator of the Center for Policy and Human Development at Kabul University, Project Specialist with UNDP, and Civil Society Manager of UNDP Accountability and Transparency Project. Mr. Afzali has completed his post-graduate studies in public administration at London School of Economic and Political Science and has completed his under-graduate studies in political science and public administration at the American University of Afghanistan.

    Ahmed El Bernoussi

    Secretary General, Transparency Morocco (via VideoConference)

    Mr. El Bernoussi is the Secretary General of Transparency Morocco, the local chapter of Transparency International, focusing on the fight against corruption, good governance, and the rule of law. Mr. Bernoussi holds a post graduate degree in Commerce and Business Administration, and is a Civil Engineer by training.

    Warren Krafchik

    Director, International Budget Partnership

    Warren Krafchik is the Executive Director of the International Budget Partnership (IBP), where he leads IBP’s work to support and collaborate with civil society organizations in Africa, Latin America, and Asia to ensure governments are held accountable as stewards of public resources. IBP works with independent organizations in over 100 countries by providing financial assistance, training, and technical support and designing collaborative research and networking programs. In addition to directing IBP, Krafchik is also a founder and steering committee member of the Global Initiative for Fiscal Transparency, and he was a founding Co-Chair of the Open Government Partnership.

    Juan Pablo Guerrero

    Network Director, Global Initiative for Fiscal Transparency (GIFT)

    Network Director of the Global Initiative on Fiscal Transparency (GIFT), a multi-stakeholder action network to advance fiscal transparency, public participation and accountability in countries around the world, which comprises 37 members today. He was a founding Commissioner of the Federal Institute for Access to Information & Data Protection in Mexico (2002-2009), where he subsequently was the Secretary General (2013-14). Between 2009 and 2013, he was the manager of the Mentoring Governments for Transparency Program at the International Budget Partnership (2009-13). Before 2003, he was a university professor at the CIDE (Center for Research & Teaching in Economics) in Mexico (1994-2003) specialized in public administration reform for accountability, anticorruption and fiscal transparency. He started his career as news reporter and correspondent in Washington & Paris, where he studied master and PhD programs in public policy (SAIS-Johns Hopkins University and Sciences-Po).

    Debbie Wetzel, Moderator

    Senior Director, Governance Global Practice, The World Bank

    Debbie Wetzel, a U.S. national with more than 25 years of experience in development work around the world, is the World Bank Senior Director for Governance since April 4, 2016. Ms. Wetzel was previously Director of Strategy and Operations for the Middle East and North Africa Region and prior to that served as Country Director for Brazil, from March 2012 until July 2015. Ms. Wetzel was the World Bank Group’s Chief of Staff to the World Bank President from 2010 to 2012. She has also served as Director for Governance and Public Sector, directing the Bank's work on taxation, public expenditures, decentralization, public sector reform and strengthening, governance and anti-corruption. From 2006 to 2009, she led the World Bank’s Economic and Public Sector Programs in Brazil, based in Brasilia. Ms. Wetzel has a Doctorate in Economics from the University of Oxford and a Masters in International Studies from Johns Hopkins University, School of Advanced International Studies. Her BA is from Smith College. She is the author of publications on fiscal decentralization, public finance, governance, and sub-national affairs.
