Project implementation has improved during the last twelve months. All contracts have been awarded with physical progress of all works combined reaching 70 percent as of May 30, 2012 with an overall International Development Association (IDA) disbursement rate of more than 55 percent. It is expected that by June 30, 2012 the project will be substantially completed, with eighty seven percent (87 percent) of the IDA funds (US$ 98.0 million) committed and an expected cancellation of the uncommitted IDA funds (US$ 14.6 million). The project currently has an overall rating of moderately satisfactory. Notwithstanding recent improvement, the project has met with implementation difficulties during the previous seven years which have led to the project restructuring. The changes are: (i) partial cancellation of the credit amount; (ii) first time extension of the credit closing date for selected provinces and project components to June 30, 2013; (iii) a reduction in the number of provinces anticipated to participate in component A; (iv) a change in the design/build/operate contracting process in component A to design/build only with operations assumed by the water utilities directly; (v) inclusion of an additional province in component B; (vi) a name change of the implementing institution for component C; (vii) a revision of first schedule, withdrawal of the proceeds of the credit to reflect the actual costs and disbursements; (viii) a revision of second schedule, description of the project, to specify the name of project participating provinces and of the content of component D; and (ix) a revision of key performance indicators of the project to reflect the changes in components A and B. This manual requires that private sector parties who make unsolicited proposals must submit enough details to allow HIFU and the Hochiminh People's Committee (PC) to make a very informed decision on the project. This information is the same that would have been prepared by HIFU and the line departments if the project had been initiated by the PC. In other words, the private sector must meet all the requirements that HIFU shall specify in accordance with this manual so that HIFU can verify and interrogate the information and complete the requirements for the feasibility study. The purpose of this project preparation manual is to provide HIFU with an outline of the various tasks required in the selection, preparation, and management of investment projects as well as providing information on the preparation of feasibility studies and the various appraisal processes. This project paper provides an additional credit to the Socialist Republic of Vietnam for the Ho Chi Minh City Environmental Sanitation Project. The additional International... Show More + Development Association (IDA) credit will bridge a financing gap resulting from a combination of slow implementation during the project's early years and the high inflationary period of 2007-08. In addition, an extension of the closing date to December 31, 2011 is required so that all outstanding works can be completed and allow for the project objectives to be met. During the period of 2007 and 2008, particularly, world prices for construction materials increased markedly and Vietnam suffered a period of particularly high inflation of such key construction inputs as steel, cement and labor. The revised cost to complete the project is consequently estimated at U$317 million compared to the original cost estimate of approximately US$200 million at the time of the original project appraisal in 2001. To achieve the project objectives, therefore, an additional US$90.0 million equivalent of IDA credit is required. Of this, US$5.5 million of the additional financing is required for the continued construction management and institutional strengthening consultancies, another US$29.0 million is required for the wastewater collection component, and US$55.5 million is required to complete the drainage component. Show Less -
