The objective of the Second Transmission
and Distribution Project is to contribute to the Government
of Vietnam (GOV) poverty alleviation program in the rural

electricity. Negative impacts of the project: permanent land
acquisition, permanent impact on houses, structures, crops,
and other assets. Mitigation measures include: 1)
acquisition of land and other assets, and resettlement of
people will be minimized as much as possible; 2) the
rehabilitation measures to be provided are: (i) compensation
at replacement cost, without deduction for depreciation or
salvage materials for houses and other structures; (ii)
agricultural land for land of equal productive capacity
acceptable to the displaced persons (DPs) or in cash at
replacement cost according to DP's choice; (iii)
replacement of residential premise land of equal size
acceptable to the DP or in cash at replacement cost
according to DP's choice; and (iv) transfer and
subsistence allowances; and 3) replacement residential and
agricultural land will be as nearby as possible to the land
