There are five components to the project. The first component of the project is drainage and wastewater improvement. The second component of the project is bus rapid transit development. The third component of the project is urban strategic roads. This component comprises: improvement of the connectivity of the urban arterial system, including construction of two new east-west connecting roads to the north-south bypass of Da Nang and the national expressway network; and construction of resettlement sites. The fourth component of the project is technical assistance and capacity building. The fifth component of the project is transferred activities of Da Nang priority infrastructure investment project. Negative impacts includes: air water and noise pollution; solid waste; soil erosion; loss of ecosystem; loss of structures; and loss of trees and plants. A detailed assessment of mitigation measures was carried out along the project alignment. These measures were either: (i) incorporated in project design and hence already included in the basic design and/or still updating in technical detail design; or (ii) included in the environmental specifications for contractors. In addition, site specific measures were identified for all sensitive areas along the project alignments. The types of measures include: reinforced with piles at the position of weak ground, design special culverts for irrigation canal crossings, lining of canals during construction, special crossings for community connectivity, pedestrian crossings (flyovers), and additional bridge for run-off water discharging during flooding season. These measures have been incorporated in the environmental specifications for contractors and will be supervised by -environmental supervision teams as part of the technical supervision of construction. Show Less -

The project negative impacts and their mitigation measures include: (1) minimize the impact of land acquisition on other assets and the resettlement of people; (2) all Displaced Persons (DPs) who live, work, do business or farm in bridge and road right of ways at the time of the survey will be provided with full economic recovery measures to improve, or at least maintain, their living standard and ability to generate income at the same level as before the Project implementation; (3) rehabilitation measures including: (i) compensation at the replacement cost without considering depreciation or materials that may possibly be re-used to construct new houses and other structures; (ii) agricultural land will be compensated by cash at the replacement cost; (iii) residential land will be compensated by cash at the replacement cost; households and individuals whose land is acquired totally or the remaining area after being acquired is not enough to live, if there are demands, will be allocated for resettlement; iv) transportation costs, allowances, and support; (4) the replacement land for residential and agricultural land should be acceptable to the DPs and as close to the Project acquired land as possible; (5) moving time for resettlement should be minimized and allowances and support for DPs must be made one month before the scheduled commencement date for the project's work in each area; and (6) land acquisition, compensation and support should be planned with the participation of DPs to minimize disturbance. Benefits must be provided to DPs before the scheduled commencement of the work in each project area, and the available public services must be maintained or improved. Show Less -

The development objective of the Urban Water Supply Development Project for Vietnam is to improve water, and household sanitation services in district towns, and large... Show More + urban centers in ways that are financially, and environmentally sustainable, thus enhancing the health, and economic potential of resident households. Project implementation has improved during the last twelve months. All contracts have been awarded with physical progress of all works combined reaching 70 percent as of May 30, 2012 with an overall International Development Association (IDA) disbursement rate of more than 55 percent. It is expected that by June 30, 2012 the project will be substantially completed, with eighty seven percent (87 percent) of the IDA funds (US$ 98.0 million) committed and an expected cancellation of the uncommitted IDA funds (US$ 14.6 million). The project currently has an overall rating of moderately satisfactory. Notwithstanding recent improvement, the project has met with implementation difficulties during the previous seven years which have led to the project restructuring. The changes are: (i) partial cancellation of the credit amount; (ii) first time extension of the credit closing date for selected provinces and project components to June 30, 2013; (iii) a reduction in the number of provinces anticipated to participate in component A; (iv) a change in the design/build/operate contracting process in component A to design/build only with operations assumed by the water utilities directly; (v) inclusion of an additional province in component B; (vi) a name change of the implementing institution for component C; (vii) a revision of first schedule, withdrawal of the proceeds of the credit to reflect the actual costs and disbursements; (viii) a revision of second schedule, description of the project, to specify the name of project participating provinces and of the content of component D; and (ix) a revision of key performance indicators of the project to reflect the changes in components A and B.
