This project paper seeks the approval of the Executive Directors to provide Additional Financing (AF) by the Global Environment Facility (GEF) in the amount of US$6.5 million to this project to fill the financing gap due to the delay in obtaining GEF funds for CRSD, which was originally designed as a co-financed International Development Association (IDA)-GEF operation. These additional activities (originally designed) would enhance the likelihood of achieving the project's development of objective of improving the sustainable management of coastal fisheries in the project provinces. The Danang Sustainable City Development Project (SCDP) for Vietnam aims to help Danang become a more sustainable city that benefits all citizens by improving urban environment... Show More + and increasing urban mobility in a clean, safe, inclusive, and energy efficient manner. Negative impacts includes: air water and noise pollution; solid waste; soil erosion; loss of ecosystem; loss of structures; and loss of trees and plants. A detailed assessment of mitigation measures was carried out along the project alignment. These measures were either: (i) incorporated in project design and hence already included in the basic design and/or still updating in technical detail design; or (ii) included in the environmental specifications for contractors. In addition, site specific measures were identified for all sensitive areas along the project alignments. The types of measures include: reinforced with piles at the position of weak ground, design special culverts for irrigation canal crossings, lining of canals during construction, special crossings for community connectivity, pedestrian crossings (flyovers), and additional bridge for run-off water discharging during flooding season. These measures have been incorporated in the environmental specifications for contractors and will be supervised by -environmental supervision teams as part of the technical supervision of construction. Show Less -

The project negative impacts and their mitigation measures include: (1) minimize the impact of land acquisition on other assets and the resettlement of people; (2) all Displaced Persons (DPs) who live, work, do business or farm in bridge and road right of ways at the time of the survey will be provided with full economic recovery measures to improve, or at least maintain, their living standard and ability to generate income at the same level as before the Project implementation; (3) rehabilitation measures including: (i) compensation at the replacement cost without considering depreciation or materials that may possibly be re-used to construct new houses and other structures; (ii) agricultural land will be compensated by cash at the replacement cost; (iii) residential land will be compensated by cash at the replacement cost; households and individuals whose land is acquired totally or the remaining area after being acquired is not enough to live, if there are demands, will be allocated for resettlement; iv) transportation costs, allowances, and support; (4) the replacement land for residential and agricultural land should be acceptable to the DPs and as close to the Project acquired land as possible; (5) moving time for resettlement should be minimized and allowances and support for DPs must be made one month before the scheduled commencement date for the project's work in each area; and (6) land acquisition, compensation and support should be planned with the participation of DPs to minimize disturbance. The development objective of the Industrial Pollution Management Project for Vietnam is to improve compliance with industrial wastewater treatment regulations in four... Show More + of the most industrialized provinces in Vietnam. There are three components to the project. The first component is environmental policy, monitoring and enforcement. This will comprise three subcomponents: (a) policy review and revision; (b) environmental monitoring and enforcement; and (c) information disclosure and public participation. Subcomponent (a) will provide support for a comprehensive review of the legal and regulatory framework on pollution management, including reviewing and revising laws, regulations, and other legal documents at central and provincial levels. Subcomponent (b) will support the development of environmental monitoring infrastructure and the improvement in environmental enforcement activities, including: (i) acquisition of testing laboratory equipment, standard samples, monitoring equipment, protection gears, and vehicles; (ii) acquisition and installation of automatic water quality monitoring stations; (iii) monitoring of surface water quality, Industrial zone (IZ) wastewater discharge, and inspection and enforcement; and (iv) development and upgrade of the environmental monitoring information management systems of Ministry of Natural Resources and Environment (MONRE) and the project provinces. Subcomponent (c) will support the development of an industrial pollution information disclosure system, including: (i) development of an environmental performance rating methodology; (ii) disclosure of environmental monitoring, enforcement results, and public complaint records on a website; (iii) maintenance of close communication with Centralized Effluent Treatment Plant (CETP) investors to enable them to understand the rating system and ways to improve their ratings; (iv) disclosure of final performance ratings through various media outlets; (v) awareness raising activities and dissemination of relevant informational materials; and (vi) facilitation of communication with various media outlets. The second component is performance-based CETP financing. This component will provide performance-based loans to finance the construction of new CETPs, the expansion of existing CETPs, and the improvement of other relevant infrastructure of industrial wastewater management in the industrial zones of the project provinces. The third component is implementation support. The reallocation is a minor reallocation of US$230,000 from the incremental operating cost category to the consultants' services category. The amount to be reallocated by the Bank differs slightly from the amount requested by State Bank of Vietnam (SBV) by an amount of US$1,900 to account for a minor overdraw of category (2) goods, which had previously been agreed to by the task team in consultation with CTRLN. The reallocation has been discussed with the implementing agency during the March and July 2012 supervision mission. The reallocation is necessary to maintain the Vietnam Conservation Funds (VCF's) technical assistance program for the remaining 8 months of implementation for the purposes of assisting the VCF management committee in: (a) the supervision of SUF grants and ensuring the quality of implementation in field, including safeguards; (b) guiding the implementation of pilots on benefit sharing mechanisms with local communities in Bach Ma and Xuan Thuy National Parks that have recently been approved by the Prime Ministers' Office; (c) reviewing and improving the quality of operational management plans; (d) consolidating data and information gained through biodiversity inventories, research and monitoring as well as social assessments in communities nearby protected areas; (e) supporting the VCF in the preparation of the second phase and continuation of the small grants program through support from other donors; and (e) assisting in the preparation of the recipient's implementation completion report and relevant project data. There are no outstanding audit reports. The audit report for 2011 was qualified as the auditor could not obtain relevant information for the outstanding advances to and payable for special use forests as of December 31, 2011, hence the auditor could not express audit opinion on this matter.
