The Bac Son - Nam Hai East-West Link Road is a sub-component of the Hai Phong Urban Transport Project that will be jointly financed by a loan from the World Bank (WB) and the city’s counterpart fund. The development objective of the Haiphong Urban Transport Project of Vietnam is to support sustainable urban development in Haiphong. It will do so by: (a) facilitating integrated urban development through improvement of strategic urban roads to alleviate port and inter-city traffic movements, and; (b) improve city public transportation service and road traffic safety, especially in the urban core and high-density corridors; and (c) enhance capacity and operational performance of transport administration agencies. The Project is expected to have positive environmental and social outcomes. Through the proposed improvements, the Project will bring direct economic benefits to the region in general, and the population living in the vicinity of the Project areas in particular. The planned improvement of Bac Son - Nam Hai East-West Link is expected to relieve residents along the existing section of the corridor of heavy freight traffic. The Environmental Impact Assessment Report identified two main issues from the Road: 1) Resettlement impacts, whereby the project will result in some resettlement impacts due to the required land acquisition associated with the project road. Additional land acquisition would be necessary for development of resettlement sites to relocate households displaced by the project; and 2) Construction impacts where building the road in urban and peri-urban communities, and along heavily cultivate lands will require careful planning and management of impacts form construction. Potential impacts include: pollution of irrigation canals and cultivated lands; increased dust, noise and other nuisances on rural communities; increased traffic on local roads; construction work on and near canals and streams; the presence of a large workforce in and near rural communities; disposal of construction wastes. Other long term impacts such as increased noise from traffic and land use changes have been fully integrated into project design and the Master land use Plan of the city. Project implementation has improved during the last twelve months. All contracts have been awarded with physical progress of all works combined reaching 70 percent as of May 30, 2012 with an overall International Development Association (IDA) disbursement rate of more than 55 percent. It is expected that by June 30, 2012 the project will be substantially completed, with eighty seven percent (87 percent) of the IDA funds (US$ 98.0 million) committed and an expected cancellation of the uncommitted IDA funds (US$ 14.6 million). The project currently has an overall rating of moderately satisfactory. Notwithstanding recent improvement, the project has met with implementation difficulties during the previous seven years which have led to the project restructuring. The changes are: (i) partial cancellation of the credit amount; (ii) first time extension of the credit closing date for selected provinces and project components to June 30, 2013; (iii) a reduction in the number of provinces anticipated to participate in component A; (iv) a change in the design/build/operate contracting process in component A to design/build only with operations assumed by the water utilities directly; (v) inclusion of an additional province in component B; (vi) a name change of the implementing institution for component C; (vii) a revision of first schedule, withdrawal of the proceeds of the credit to reflect the actual costs and disbursements; (viii) a revision of second schedule, description of the project, to specify the name of project participating provinces and of the content of component D; and (ix) a revision of key performance indicators of the project to reflect the changes in components A and B.
