The development objective of the Inclusive Innovation Project for Vietnam is to adopt, upgrade and develop inclusive innovations for the benefit of the Base of Pyramid... Show More + population.(BoP). The project has four components. The first component is development of inclusive technologies. This component will provide support: (i) developing technological solutions to address a few National Development Challenges (NDCs) that are specific to Vietnam; and (ii) developing, acquiring, adapting and upgrading inclusive technologies by Research and Development (R&D) institutions, enterprises and grassroots innovators. The second component is scale up and commercialization of inclusive technologies. This component will provide loans and matching grants to private enterprises for upgrading, scaling up and commercialization of inclusive technologies. This will include: (i) support enterprises for scaling up, commercialization and sustainable production of inclusive technologies dealing with manufacturing of products and delivery of services for the BoP; and (ii) funding to private sector Small and Medium Enterprises (SMEs) for the acquisition, adoption and use of technology and innovations in priority areas with significant potential for technological upgrading and growth. The third component is capacity building and global knowledge transfer. The project will support capacity building of key Vietnamese national institutions such as the National Institute of Medicine Materials (NIMM), the National Hospital of Traditional Medicine (NHTM), National Foundation for Science and Technology Development (NAFOSTED), Vietnam Academy of Sciences and Technology (VAST), Hanoi University of Science and Technology (HUST) for the sustainable development and delivery of inclusive technologies in the priority areas supported under the project: a) enhancing technology, quality and clinical trials of traditional herbal medicine products; b) enhancing innovation grant management capacity; and c) enhancing capacity in technology transfer and commercialization, and intellectual property rights protection. The fourth component is project management, monitoring and evaluation. The project will provide support to Enterprise Development Agency (EDA) Project Management Unit (PMU) and Project Implementation Unit (PIUs) in NAFOSTED and Participating Financial Intermediaries (PFIs) for project management, coordination, capacity building, oversight, monitoring and evaluation, reporting and audits to enable them to perform their responsibility for project coordination and management. Show Less -

Negative impacts include: noise, dust, and waste and safety concern; and during operation the issue of waste management and laboratory safety. The subprojects' potential impacts, if any, are expected to be localized, minor and can be managed through good design and through supervision of environmental aspects during implementation and operation. Each measure should be briefly described in relation to the impact(s) and conditions under which it is required. Lessons learned include the following: (1) It is possible to deliver on needed health results to the hard to reach and vulnerable population groups with different approaches. (2) Impact on national programs and systems would be enhanced with clear expectations and appropriate integration into the health administration rather than as a separate project. (3) The World Bank administering the funds of another donor should be done only when it does not add a double burden of project supervision and reporting and provides leverage for greater impact. (4) Pilots providing temporary relief to a chronic health condition should consider the ethical implications and Governments should not exempt such activities from its own human experiment review procedures. Show Less -

The Danang Sustainable City Development Project (SCDP) for Vietnam aims to help Danang become a more sustainable city that benefits all citizens by improving urban environment... Show More + and increasing urban mobility in a clean, safe, inclusive, and energy efficient manner. Negative impacts includes: air water and noise pollution; solid waste; soil erosion; loss of ecosystem; loss of structures; and loss of trees and plants. A detailed assessment of mitigation measures was carried out along the project alignment. These measures were either: (i) incorporated in project design and hence already included in the basic design and/or still updating in technical detail design; or (ii) included in the environmental specifications for contractors. In addition, site specific measures were identified for all sensitive areas along the project alignments. The types of measures include: reinforced with piles at the position of weak ground, design special culverts for irrigation canal crossings, lining of canals during construction, special crossings for community connectivity, pedestrian crossings (flyovers), and additional bridge for run-off water discharging during flooding season. These measures have been incorporated in the environmental specifications for contractors and will be supervised by -environmental supervision teams as part of the technical supervision of construction. Show Less -

The project negative impacts and their mitigation measures include: (1) minimize the impact of land acquisition on other assets and the resettlement of people; (2) all Displaced Persons (DPs) who live, work, do business or farm in bridge and road right of ways at the time of the survey will be provided with full economic recovery measures to improve, or at least maintain, their living standard and ability to generate income at the same level as before the Project implementation; (3) rehabilitation measures including: (i) compensation at the replacement cost without considering depreciation or materials that may possibly be re-used to construct new houses and other structures; (ii) agricultural land will be compensated by cash at the replacement cost; (iii) residential land will be compensated by cash at the replacement cost; households and individuals whose land is acquired totally or the remaining area after being acquired is not enough to live, if there are demands, will be allocated for resettlement; iv) transportation costs, allowances, and support; (4) the replacement land for residential and agricultural land should be acceptable to the DPs and as close to the Project acquired land as possible; (5) moving time for resettlement should be minimized and allowances and support for DPs must be made one month before the scheduled commencement date for the project's work in each area; and (6) land acquisition, compensation and support should be planned with the participation of DPs to minimize disturbance. Benefits must be provided to DPs before the scheduled commencement of the work in each project area, and the available public services must be maintained or improved. Show Less -

Negative impacts of the project: permanent land acquisition, permanent impact on houses, structures, crops, and other assets. Mitigation measures include: 1) acquisition of land and other assets, and resettlement of people will be minimized as much as possible; 2) the rehabilitation measures to be provided are: (i) compensation at replacement cost, without deduction for depreciation or salvage materials for houses and other structures; (ii) agricultural land for land of equal productive capacity acceptable to the displaced persons (DPs) or in cash at replacement cost according to DP's choice; (iii) replacement of residential premise land of equal size acceptable to the DP or in cash at replacement cost according to DP's choice; and (iv) transfer and subsistence allowances; and 3) replacement residential and agricultural land will be as nearby as possible to the land that was lost, and acceptable to the DPs. Show Less -
