To achieve this goal, the project aims to improve supply chain efficiency for the production, domestic and international trade of the region. It will relieve bottlenecks on the main supply chain and better link the poor to that supply chain. Negative measures include: loss of land, loss of income, loss of assets, loss of agricultural productivity, loss of trees and crops, and loss of livelihood. Mitigation measures include: a) plans for acquisition of land and other assets and provision of rehabilitation measures will be carried out in consultation with the Displaced Person (DP) to ensure minimal disturbance. Entitlements will be provided to DP no later than one month prior to expected start-up of civil works at the respective project site; b) the contractors should only start their civil works in those project's sections where the compensation payment and rehabilitation assistances in accordance with the project's resettlement policy; c) appropriate reporting, monitoring and evaluation mechanisms will be identified and set in place as part of the resettlement management system. Evaluation of the land acquisition process and the final outcome will be conducted independent of the executing agency; d) the resettlement transition period will be minimized and the rehabilitation means will be provided to the DP no later than one month prior to the expected start-up date of civil works in the respective project site; and e) adequate budgetary support will be fully committed and be made available to cover the costs of land acquisition and resettlement and rehabilitation within the agreed implementation period.
