The EMCC will focus specifically on three elements of competitiveness: (i) macroeconomic stability; (ii) transparency, efficiency and accountability of the public sector; and (iii) an enabling business environment that promotes private sector development. The operation will also look at two cross-cutting themes: (a) protecting the poor from adverse effects of Vietnam's economic transition and competitiveness-related reforms; and (b) promoting greater data and policymaking transparency. Analytical work and policy dialogue will aim to ensure that these cross-cutting issues are appropriately taken into account in the reforms supported under the operation. The restructuring will involve the amendment of the International Development Association (IDA) Financing Agreement to revise the disbursement schedule in order to consolidate the current 40 disbursement categories. The project restructuring will also involve the amendment of the Administration Agreement, signed between the Bank and the Donor (AusAID), to extend the end disbursement date to June 30, 2014, and the AusAID Trust Fund Grant Agreement, signed between the Bank and the Borrower (the Government of Vietnam), to: (i) provide a one-year extension of the closing date for the Grant from December 30, 2012 to December 31, 2013, to coincide with the current closing date of the IDA Financing Agreement, in order to complete the on-going works in Can Tho and Tra Vinh provinces; and (ii) revise the disbursement schedule in order to consolidate the current 30 disbursement categories into a single new category for investments implemented by 13 Mekong Delta provincial authorities. Show Less -

Negative impacts of the project: permanent land acquisition, permanent impact on houses, structures, crops, and other assets. Mitigation measures include: 1) acquisition of land and other assets, and resettlement of people will be minimized as much as possible; 2) the rehabilitation measures to be provided are: (i) compensation at replacement cost, without deduction for depreciation or salvage materials for houses and other structures; (ii) agricultural land for land of equal productive capacity acceptable to the displaced persons (DPs) or in cash at replacement cost according to DP's choice; (iii) replacement of residential premise land of equal size acceptable to the DP or in cash at replacement cost according to DP's choice; and (iv) transfer and subsistence allowances; and 3) replacement residential and agricultural land will be as nearby as possible to the land that was lost, and acceptable to the DPs. Show Less -

The project will have no direct adverse environmental and/or social impacts, but it will fund the preparation of sub-projects that will become future Bank lending operations that will likely have adverse environmental and social impacts. Safeguard instruments under these future lending operations will be reviewed and cleared by the Bank in the context of their own project cycles. For this purpose, this facility will have suitable processes and adequate resources to: (i) screen all subprojects for any potential socio-environmental impacts and determine the environmental category, and (ii) prepare the required safeguard instruments so that all applicable Bank safeguard policies will be complied with. Show Less -
