The project negative impacts and their mitigation measures include: (1) minimize the impact of land acquisition on other assets and the resettlement of people; (2) all Displaced Persons (DPs) who live, work, do business or farm in bridge and road right of ways at the time of the survey will be provided with full economic recovery measures to improve, or at least maintain, their living standard and ability to generate income at the same level as before the Project implementation; (3) rehabilitation measures including: (i) compensation at the replacement cost without considering depreciation or materials that may possibly be re-used to construct new houses and other structures; (ii) agricultural land will be compensated by cash at the replacement cost; (iii) residential land will be compensated by cash at the replacement cost; households and individuals whose land is acquired totally or the remaining area after being acquired is not enough to live, if there are demands, will be allocated for resettlement; iv) transportation costs, allowances, and support; (4) the replacement land for residential and agricultural land should be acceptable to the DPs and as close to the Project acquired land as possible; (5) moving time for resettlement should be minimized and allowances and support for DPs must be made one month before the scheduled commencement date for the project's work in each area; and (6) land acquisition, compensation and support should be planned with the participation of DPs to minimize disturbance. The reallocation is a minor reallocation of US$230,000 from the incremental operating cost category to the consultants' services category. The amount to be reallocated by the Bank differs slightly from the amount requested by State Bank of Vietnam (SBV) by an amount of US$1,900 to account for a minor overdraw of category (2) goods, which had previously been agreed to by the task team in consultation with CTRLN. The reallocation has been discussed with the implementing agency during the March and July 2012 supervision mission. The reallocation is necessary to maintain the Vietnam Conservation Funds (VCF's) technical assistance program for the remaining 8 months of implementation for the purposes of assisting the VCF management committee in: (a) the supervision of SUF grants and ensuring the quality of implementation in field, including safeguards; (b) guiding the implementation of pilots on benefit sharing mechanisms with local communities in Bach Ma and Xuan Thuy National Parks that have recently been approved by the Prime Ministers' Office; (c) reviewing and improving the quality of operational management plans; (d) consolidating data and information gained through biodiversity inventories, research and monitoring as well as social assessments in communities nearby protected areas; (e) supporting the VCF in the preparation of the second phase and continuation of the small grants program through support from other donors; and (e) assisting in the preparation of the recipient's implementation completion report and relevant project data. The audit report for 2011 was qualified as the auditor could not obtain relevant information for the outstanding advances to and payable for special use forests as of December 31, 2011, hence the auditor could not express audit opinion on this matter. The development objective of the Managing Natural Hazards Project for Vietnam is to increase the resilience of the people and economic assets to natural hazards in selected... Show More + river basins of the project provinces within the overall framework of Vietnam's national disaster prevention, response and mitigation strategy towards 2020. There are five components to the project. The first component is strengthening Disaster Risk Management (DRM) institutions, information systems and planning. This component includes (i) facilitation of inter-ministerial coordination, policy dialogue and knowledge-sharing mechanisms; (ii) establishment of provincial disaster management centers in project provinces where such centers are needed; and (iii) provision of technical assistance for government agencies at different levels. Improving the capacity, harmonization, coordination and sharing of DRM databases and information, including: (i) harmonizing and integrating existing DRM databases and information systems; (ii) development of an inventory of existing medium and small scale reservoirs in project provinces, their safety standards, safety guidelines, and operational procedures; (iii) development of software for the management of reservoirs to be used at national and provincial levels; and (iv) provision of technical assistance on the use of the databases and software and the implementation of safety guidelines. The second component is strengthening weather forecasting and early warning systems. This component includes technical assistance for development and implementation of an integrated national hydromet forecasting and early warning systems and end-to-end applications: provision of technical assistance for the design and implementation of a nation-wide integrated system. The third component is community-based disaster risk management. This component includes strengthening the capacity of participating commune-level stakeholders and agencies in planning and engaging in a broad range of risk reduction measures, including provision of support for: (i) improving commune-level flood and storm risks management procedures; (ii) capacity building for commune-based institution leaders; (iii) the development of inter-communal support platforms; (iv) development of community resilient planning; and (v) enhancement of private sector commune partnerships. The fourth component is Priority disaster risk mitigation investments. The component will support identification, prioritization, and implementation of major DRM investments within the four selected river basins to mitigate risks posed by natural hazards. The 28 day extension of the closing date would allow the supplier of the equipment to deliver the major part of the equipment to the Borrower, thus allowing the partial financing for the contract financed by the project. The extension is considered to be critical to achieve one of the project's development objectives: to reduce the vulnerability to flood and storm hazards in project areas.
