There are five components to the project. The first component is strengthening Disaster Risk Management (DRM) institutions, information systems and planning. This component includes (i) facilitation of inter-ministerial coordination, policy dialogue and knowledge-sharing mechanisms; (ii) establishment of provincial disaster management centers in project provinces where such centers are needed; and (iii) provision of technical assistance for government agencies at different levels. Improving the capacity, harmonization, coordination and sharing of DRM databases and information, including: (i) harmonizing and integrating existing DRM databases and information systems; (ii) development of an inventory of existing medium and small scale reservoirs in project provinces, their safety standards, safety guidelines, and operational procedures; (iii) development of software for the management of reservoirs to be used at national and provincial levels; and (iv) provision of technical assistance on the use of the databases and software and the implementation of safety guidelines. The second component is strengthening weather forecasting and early warning systems. This component includes technical assistance for development and implementation of an integrated national hydromet forecasting and early warning systems and end-to-end applications: provision of technical assistance for the design and implementation of a nation-wide integrated system. The third component is community-based disaster risk management. This component includes strengthening the capacity of participating commune-level stakeholders and agencies in planning and engaging in a broad range of risk reduction measures, including provision of support for: (i) improving commune-level flood and storm risks management procedures; (ii) capacity building for commune-based institution leaders; (iii) the development of inter-communal support platforms; (iv) development of community resilient planning; and (v) enhancement of private sector commune partnerships. The fourth component is Priority disaster risk mitigation investments. The component will support identification, prioritization, and implementation of major DRM investments within the four selected river basins to mitigate risks posed by natural hazards. There are four components to the project, the first component being urban basic infrastructure upgrading and service improvement. This component will improve urban infrastructure and service conditions in existing or newly developed urban areas and resettlement areas, including construction and rehabilitation of basic infrastructure systems such as water supply and sanitation, drainage, power supply, lighting, roads, and schools. The second component is the urban water supply and environmental sanitation. This component will construct and rehabilitee of primary and secondary infrastructure for water supply, drainage, wastewater collection and treatment, and flood mitigation, including improving drainage and pavement of roads. There are four components to the project. The first component of the project is urban area upgrading. This component will fund: (a) tertiary infrastructure (community level) upgrading and service improvements in 14 low income areas; (b) construction of three resettlement sites; and (c) micro-finance for housing improvement. The second component of the project is environment infrastructure improvement. This component will finance: (a) drainage linking to the tertiary systems of all 14 low income areas; (b) improvement to primary and secondary drainage systems; (c) Phu LOC river environmental improvement; and (d) improvement and extension of primary wastewater systems. The third component of the project is urban roads and bridges. This component will support the construction of two major road links for improving access to the fast growing new district of Cam Le: (a) city center to Southern area; and (b) Southern Da Nang link road section. The fourth and the final component of the project is capacity building and project implementation support. There are 2 components to the project. Component 1, Investment Capital, will have a line of credit provided to HIFU to invest in cost recovery oriented municipal infrastructure investments in partnership with the private sector. A Project Preparation and Appraisal (PPA) Manual governs how the HIFU investments under the line of credit will be identified, developed and appraised. A pipeline of projects has been identified and confirms that HIFU can absorb the investment capital which is being made available via the project. Two sub-projects to be financed in year one of project implementation have been appraised. Component 2, Technical Assistance, will have HIFU finance the technical assistance to support the implementation of operational reforms, including: (i) support to implement the PPA manual with on-the-job chief advisor and technical specialist, as well as a social specialist and an environment specialist; (ii)support to implement the PSP manual with on-the-job chief advisor and private sector specialist; (iii) independent monitoring consultants for social and environmental safeguards policies; and (iv) Financial Audits of HIFU to International Auditing Standards. Show Less -

The project complements an ongoing IDA (International Development Association)-assisted water supply project approved in 1997 covering the same cities (report number 16299). The project comprises similar sub-projects in the areas mentioned and includes components covering sewerage and sewage treatment, drainage, institutional development and construction management, and revolving funds for household sanitation facilities.
