There are three components to the project. The first component is environmental policy, monitoring and enforcement. This will comprise three subcomponents: (a) policy review and revision; (b) environmental monitoring and enforcement; and (c) information disclosure and public participation. Subcomponent (a) will provide support for a comprehensive review of the legal and regulatory framework on pollution management, including reviewing and revising laws, regulations, and other legal documents at central and provincial levels. Subcomponent (b) will support the development of environmental monitoring infrastructure and the improvement in environmental enforcement activities, including: (i) acquisition of testing laboratory equipment, standard samples, monitoring equipment, protection gears, and vehicles; (ii) acquisition and installation of automatic water quality monitoring stations; (iii) monitoring of surface water quality, Industrial zone (IZ) wastewater discharge, and inspection and enforcement; and (iv) development and upgrade of the environmental monitoring information management systems of Ministry of Natural Resources and Environment (MONRE) and the project provinces. Subcomponent (c) will support the development of an industrial pollution information disclosure system, including: (i) development of an environmental performance rating methodology; (ii) disclosure of environmental monitoring, enforcement results, and public complaint records on a website; (iii) maintenance of close communication with Centralized Effluent Treatment Plant (CETP) investors to enable them to understand the rating system and ways to improve their ratings; (iv) disclosure of final performance ratings through various media outlets; (v) awareness raising activities and dissemination of relevant informational materials; and (vi) facilitation of communication with various media outlets. The second component is performance-based CETP financing. This component will provide performance-based loans to finance the construction of new CETPs, the expansion of existing CETPs, and the improvement of other relevant infrastructure of industrial wastewater management in the industrial zones of the project provinces. The third component is implementation support. The development objective of the Polychlorinated Biphenyl (PCB) Management Project in Vietnam to manage all PCBs and on a pilot basis in selected provinces safely store... Show More + significant amounts of PCBs in anticipation of future disposal. The first component of the project is PCB management framework and action plan. This component aims to establish a sound policy and legal framework for every aspect of management of PCBs. It will assist Vietnam to develop technical and administrative guidelines with clear procedures defining roles and responsibilities of concerned government agencies and industry. The second component of the project is PCB management demonstration. The objectives of this component are to demonstrate sound PCB management activities at 15 demonstration facilities and to replicate experience at these facilities to others within the selected provinces where these demonstration facilities are located. The third component of the project is institutional strengthening. This component will support: (i) capacity building for stakeholders involved in PCB management activities; and (ii) public awareness campaigns to mobilize public support for sound PCB management. The fourth component of the project is monitoring and evaluation. This component will support activities to monitor progress of project implementation and to evaluate effectiveness of project activities. Monitoring and evaluation results will be used by stakeholders to identify actions needed to strengthen the effectiveness of the project during project implementation. Monitoring tools developed under the project are expected to be institutionalized for the management of all PCBs in Vietnam. The fifth component of the project is project management. This component will finance costs related to establishment of two Project Management Units (PMU) and incremental operating costs of the PMUs. One PMU will support project management activities to be carried out by the Ministry of Natural Resources and Environment (MONRE) and the Ministry of Industry and Trade (MOIT), and another will support activities to be carried out by Vietnam Electricity (EVN). Show Less -

There are three components to the project. The first component of the project is renewable energy investments. There are two sub-components to the component. The first sub-component of the project is credit to support renewable energy investments. This sub-component will provide a re-financing facility to participating commercial banks (PBs) for loans to eligible renewable-based projects not exceeding 30MW developed by private sponsors. The second sub-component of the project is technical assistance for investment implementation. This subcomponent will provide technical assistance for application review, monitoring the eligibility of PBs and developers, project management by Ministry of Industry and Trade (MOIT) and for building the capacity of PBs and developers to prepare, appraise, finance, and implement renewable-based projects according to international best practices. The second component of the project is regulatory development. This component will provide technical assistance for developing the regulatory infrastructure and building the requisite capacities of MOIT, the electricity regulatory authority of Vietnam, and other relevant government agencies for renewable energy development particularly for grid-connected electricity generation projects not exceeding 30 MW. The third component of the project is pipeline development.
