The development objective of the Energy Efficiency Project for Uruguay is to increase the demand for and competitive supply of energy efficient goods and services, contributing... Show More + to : (a) increased efficiency of energy use; (b) reduced reliance of the Uruguayan economy on imported energy and fuels; and (c) reduced emission from the energy sector. These changes will allow the project to: i) deepen the cultural change in favor of energy efficiency achieved by the project, ii) complete the implementation and further evaluation of the labeling and standards program, iii) strengthen the implementation of the Uruguay Energy Efficiency Fund, iv) complete the energy efficiency investments currently undertaken by the national electricity utility, and v) have an accurate evaluation of the impact of the project. The Country Financial Accountability Assessment (CFAA) for Uruguay analyzes two principal roles: (1) to identify the strengths and weaknesses of Public Financial Management... Show More + (PFM) arrangements in Uruguay, and (2) to contribute to the strengthening of Uruguay's economic governance and associated social and economic development by identifying weaknesses and recommending remedial action in areas where current cumbersome systems contribute to poor public sector management. Some of the recommendations are: National Budgets should include all government entities performing non-commercial activities. The annual budgets and financial statements of autonomous commercial and industrial entities should be presented to the Parliament at the same time as the National Budget. In order to improve capacity for performance budgeting, analytical and cost accounting in the Government, a comprehensive management and budgeting capacity building program should be designed and implemented. The integrated financial information system (SIIF) Budget Evaluation Module (SEV) should be fully implemented, and a framework for analysis of efficiency and effectiveness of resource utilization created. Financial accounting and reporting practices should be expanded. Priority should be given to developing and implementing the SIC accounting module of SIIF. In order to promote a uniform control environment, internal audit units of staff reporting directly to the ministries and autonomous entities should be developed. Show Less -

The main objectives of the Second Highway Project in Uruguay are the establishment by the Bank of a working relationship in regards to the highway sector in Uruguay,... Show More + and the initiation of improvements in the sector by improving a highway connecting Uruguay with its neighbor Brazil, were basically achieved. The technical assistance provided under this project helped define a long term plan for the highways, and helped provide a framework for the restructuring of the railway system. The project as originally conceived was sustainable in as much as it resulted in the development of a long-term program for the improvement of the generally rundown highway infrastructure of Uruguay, which has incidentally been followed up in the subsequent highway/ transport sector projects. Show Less -
