The studies and technical assistance activities are designed to define policy options, prepare medium-term strategies, and strengthen and reorganize key public sector management functions. The technical assistance project plans to finance the cost of the studies which will be carried out over the period 1987-88 and which will provide the analytical framework and lead to action programs in various areas covered under the Structural Adjustment Program. Specifically, it supports (a) social security finances and administration, (b) fiscal reform, (c) public investment programming and (d) capital market improvements. The main objectives of the project would be to: (a) finance productive industrial, agroindustrial and tourism investments within the framework of Uruguay's import liberalization... Show More + policies to improve the international competitiveness of Uruguayan industrial and tourism enterprises; (b) help establish project promotion and formulation capacity within participating private intermediary banks; and (c) provide technical assistance to the main appraisal unit under the proposed project (UA) and to industrial borrowers to improve their production, technology, and managerial efficiency. The project would help the country improve the international competitiveness of its industrial and tourism enterprises within the framework of its import liberalization policies.
