This overall objective will be accomplished by assisting the Ministry of Transport and Civil Works (MTOP) in the implementation of its strategy for arresting any further deterioration of the network due to recent fiscal restrictions, and ensuring the preservation of existing road assets in the long term. This will be a key condition for increasing the competitiveness of the economy and fostering future broad based economic growth based on regional trade and poverty reduction. The negative impact of the proposed project on the local population would be minimal, as most of the proposed roadwork will consist of the rehabilitation and maintenance of interurban highways and departmental roads passing through sparsely populated areas.
