Its purpose is to introduce the key concepts and considerations involved in the design of small waterworks facilities for level two and three systems. For the technical persons, hopefully it will facilitate their work by providing them with a ready resource reference for their everyday use. For the non-technical readers, such as the many who are involved in the management and operation of small water supply systems, hopefully it will be an aid in understanding the design process, giving them a basis for participating in decisions that would enable them to avail more usefully of the services of the technical consultants and contractors they must deal with. Overall, the local and international partners who cooperated in making these manuals possible hope that they will help the participants in the rural water supply sector to understand better the nature of the water supply business, its responsibilities to the stakeholders, and the role of the government agencies and regulatory bodies that seek to help them operate sustainably while protecting the consumers. Show Less -

Data was collected in a total of 21 sites in four cities in Metro Manila and nine provinces in Luzon. In addition to the qualitative analysis carried out in nineteen sites (nine urban and ten rural areas), a short survey was conducted in two additional communities (Eusebio Bliss and Southville 5A). This enabled the research team to collect information on the living conditions of communities resettled post Ondoy/Pepeng. The external objective is to raise awareness of the implications of climate change for the economy; to facilitate integration of CC actions into policies and programs, such as the medium-term Philippine development plan; and to support the government in articulating its own strategy for climate change. A sectoral overview of opportunities in mitigation and adaptation results in a long list of possible interventions in energy, transport, agriculture, forestry, solid waste, wastewater and groundwater management, and urban development. With so many options on the table, there is a need to establish criteria for strategic choice. The note suggests eight criteria for screening the current portfolio as well as new proposals: client buy-in, CAS alignment, and scale of impact, comparative advantage, cost efficiency, staff resources, financial resources, and risks. The objectives of this Country Environmental Analysis (CEA) were to assess the environmental quality in the Philippines with a focus on how this affects human welfare... Show More + and sustainability, measure and analyze the biophysical significance and monetary cost of environmental degradation and derive priority areas of action, assess the Philippines government's capacity to manage the environmental challenges identified, and identify opportunities for reform and interventions. The selection of issues for inclusion in the CEA was determined on the basis of literature review, expert judgment, and an existing public perception survey. On that basis, the following topics were chosen: environmental policy, legislation, and institutions; environmental health (including water pollution, sanitation, and hygiene (WSH) and outdoor and indoor air pollution); and natural resources (coastal and marine resources (CMR), land, forestry, and climate change). In summary, much of the cost of environmental degradation is due to lack of development, particularly indoor air pollution (IAP) and WSH-related diseases. However, standard economic development will not be enough to cure all problems, as other costs tend to rise: outdoor air pollution (OAP) and overexploitation of fisheries, land, and forests being prime national examples, and climate change being the major global one. Prudent stewardship of natural resources and pollution control must be brought together in an efficient environmental management regime. Infrastructure needs in the Philippines must be addressed to ensure long term economic growth. After several years of fiscal pressure, the Philippines is now in a position... Show More + to address these needs. Despite the current international financial situation, the country is now in a position to commit resources to improve transport infrastructure. To this effect, it is necessary to: i) make resource allocation more effective; and ii) improve governance in the coordinating departments and in implementation agencies. The suggested actions that follow address these two fundamental needs within four groups of recommendations. First, focus should be on improving infrastructure quality and service delivery. While the quantity of transport infrastructure in the Philippines in network and facility density compares well with other countries in the region, its capacity and quality does not. Some critical transport costs are higher in the Philippines than in its neighboring and competing countries. Second, the processes for allocating public resources could be improved. With additional public resources available, project preparation, planning and budget processes need to ensure that expenditures are well focused on areas that offer the best value for money in improving service quality. The government has taken important initiatives to achieve this end. But much remains to be done. The quality of multiyear planning and the quality of project preparation and selection in the annual budgetary process could be improved. Third, higher public spending on transport infrastructure will be effective only if accompanied by a program to confront institutional and policy distortions. In national budgeting and planning processes, this means improving the quality of planning documents and project appraisal and strengthening of prioritization in the national planning. Fourth, the private sector could be encouraged to continue its important role in transport infrastructure investment. Public resources alone will not meet the financing needs. In the mid-1990s the Philippines experienced a rich supply of proposals for private finance, mostly unsolicited. Makati City has high seismic hazard risk because of the West valley fault passing near the eastern parts of the city. There are several other faults that can produce large earthquakes, affecting the whole of metro Manila. Makati City is also prone to other hazards. It is vulnerable to typhoons that are frequently produced in the Pacific Ocean. Both the high wind and high-intensity rainfall cause damage. The city is also prone to widespread flooding during the rainy season due to an inadequate drainage system. In addition, Makati city experiences minor landslides in some locations and has some vulnerability to volcanic eruption from Taal volcano located about 60 kilometers to the south of metro Manila. The city is also experiencing environmental degradation due to an increase in air pollution. Since Makati city has an active economic sector, both industrial activities and vehicular traffic contribute to the city's pollution. The city feels that the level of pollution may reduce its competitiveness as a destination for regional business, and it is striving to reduce pollution levels. Makati City has initiated several programs for adapting to climate change. The City recognizes that it needs to improve the level of services provided to its residents.
