implemented in an environmentally and socially sound manner.
The framework provides for screening of project impacts and
implications with regard to environmental and social
management in accordance with relevant the World Bank and
Government of the Philippines (GOP) environmental and social
policies and local and international good practices. The
World Bank Operational Policy (OP) 4.01 is the umbrella
policy for environmental and social assessment, but this
framework also covers other relevant policies, including OP
4.12 on involuntary resettlement and OP 4.10 on indigenous
peoples. Based on the relevant requirements of the World
Bank Operational Policy (OP) 4.01, this framework provides a
Persistent Organic Pollutants (POPs) sector background;
describes the project and activities; identifies the impacts
of activities; sets out strategies for mitigating impacts;
provides environmental and safeguards frameworks and
instruments, with guidance documents; sets the roles and
responsibilities of key stakeholders; guides the key
stakeholders in preparing and reviewing safeguards
instruments; provides guidance for monitoring and
supervising the implementation of the environmental
management plan; presents the particulars of the public
disclosure and presentation conducted; and states the
