Negative measures include: air pollution, dust, noise pollution, flora and fauna, waste management, and ecology. Mitigation measures includes: 1) Project Management Unit (PMU) will ensure that the appropriate mitigation measures are included in all construction contracts and PMU will appoint a senior staff with experience for safeguard monitoring to ensure that the contractors effectively implement relevant requirements and report findings; 2) all land temporary acquired will be restored to original conditions and returned to the district, MUB and/or owners where appropriate; 3) any changes or alterations to the site shall be acceptable to owners or relevant government authorities; 4) the contractor shall prepare a temporary site traffic route map, outlining adequate and safe detours for community residents and local traffic to mitigate potential impacts during construction periods, including access to water kiosks; 5) temporary detours plans shall be posted in the vicinity of the planned construction site, and entry and exit points, well ahead of the commencement of construction activities; 6) contractor shall take all appropriate actions for various types of materials at designated locations; disposal locations and methods of waste disposal shall be in agreement and/or approval by relevant local authority and the PMU; and 7) where erosion should occur, contractor shall take corrective measures for cleaning. Show Less -

An oil interceptor should be provided to ensure that all wastewater flows into the interceptor prior to its discharge; b) machinery causing excessive pollution (e.g. visible clouds of smoke) is banned from construction sites; c) plants, machinery and equipment are so handled (including dismantling) as to minimize generation of dust; d) vehicles and construction machinery be monitored regularly with particular attention to silencers and mufflers to maintain noise levels to minimum; and e) maintenance of vehicles, equipment and machinery be regular and to the satisfaction of the engineer, to keep noise from these at a minimum. Show Less -

The development objectives of the Mining Infrastructure Investment Support Project (MINIS) for Mongolia are to facilitate investments in infrastructure to support mining... Show More + and downstream processing activities, regardless of funding source, and to build local capacity to prepare and transact infrastructure projects. There are four components to the project, the first component being support for infrastructure investments. The project will provide financing to prepare regional infrastructure investment plans, conduct feasibility studies to assess technical options and determine economic and financial implications of proposed projects, and address emerging priority issues as a result of the country's nascent enabling environment governing private participation in infrastructure. The second component is the capacity building and knowledge transfer. A long-term approach for building capacity and developing the requisite skills to prepare infrastructure projects and transactions with investors will be necessary to develop local skills. The third component is the strengthening groundwater management. Support will be provided to strengthen the capacity of local authorities to manage groundwater resources in the region. The government has established a framework of 29 water basins for the entire country. For Southern Mongolia, these basins are centered on groundwater, as surface water is of minor importance in the southern part of the country. It is expected that a new institutional structure will be piloted at two locations in Southern Mongolia with jurisdictional responsibilities defined along groundwater boundary basins.
