Section 2 o f the report describes the country context (political and economic developments, and progress in implementing the Economic Growth and Poverty Reduction Strategy (EGPRSP)). Section 3 describes performance in implementing the CAS, while Section 4 sets out the strategy for the remainder of the CAS period. Annexes are provided on progress towards CAS outcomes and country financing parameters. This Progress Report finds that Good progress has been made in meeting the bulk of the CAS objectives, particularly the high-case triggers. The triggers proved to be an effective instrument to signal priorities and achieve key results. Lesotho's targets in maintaining a stable macroeconomic framework and fiscal discipline, and on improving the business environment have been fully accomplished. Those on public sector reform and improving social protection are considered to have been substantially accomplished. The triggers on implementing the EGPRSP were partially accomplished. The government has gone beyond previously expected measures by launching an ambitious reform program of public administration and the civil service. There has been clear progress in public procurement practices. Customs reform has reduced the costs o f clearing merchandise and facilitating trade. However the Progress Report also finds that in some areas, progress has been slower. In agriculture as a result o f Bank engagement the government maintained the Land Code but it continued to intervene in cereal and oil seed markets, and subsidies increased. Progress has been slow in targeting social assistance to the poor, completing pension reform, significantly increasing overall public expenditure efficiency, controlling budgetary subsidies, and introducing strategies to manage systemic vulnerabilities. Additionally, the results framework was broad, it did not always include the assistance required to reach desired results. This was the case in telecommunications, privatization transparency, youth related outcomes, demand for legal services and information, and local development. Show Less -
