electricity market survey, on present patterns of energy use
for lighting, and other uses of electricity in Lao, this

the finding, that people in areas without
grid electricity, are spending more on electricity, than
their counterparts with either national, or provincial
grids. The application of off-grid development in the
country is examined, analyzing operational systems to meet
demands, and exploring the financing of electricity grids.
The need for a national policy is emphasized, outlining
suggested institutional development practices for off-grid
systems, and the development of business plans, evaluating
the technical assistance for, and potentiality of off-grid
projects. Finally, the study recommends that the government,
and the power company, be responsible to inform, and make
credit available to local community groups, and
entrepreneurs, and, provide technical support following the
system's establishment. However, decentralized off-grid
systems operators, should be responsible to provide people
with access to electricity, at reasonable prices, based on
