Recognizing that the most effective interventions in such settings are those that draw on existing organizations, networks, and knowledge, the project supported a community-based Haitian women's rights organization, Commission of Women Victims for Victims, or KOFAVIV, and its sister organization MADRE, based in the United States, as they worked to prevent and respond to Sexual and Gender-Based Violence, or SGBV in five Internally Displaced Person, or IDP camps in and near Port-au-Prince. The project 'focused on violence against women and girls by male perpetrators, including physical and sexual violence both inside and outside the home.' Haiti remains the poorest country in the Americas and one of the poorest in the world, with significant needs in basic services. Over half of its population of 10 million lives on less than US$1 per day, and 78 percent live on less than US$2 per day. Before the earthquake in 2010, the country lagged in social indicators and had suffered from repeated exogenous and political shocks. In 2008 rising food and fuel prices led to riots and the fall of the government. Tropical storms and hurricanes that same year caused losses estimated at US$900 million (15 percent of Gross Domestic Product, or GDP). Despite this, Haiti experienced modest but stable growth in the 2000’s, with an average real growth of 2.2 percent p.a. between 2004 and 2009. Public-Private Infrastructure Advisory Facility (PPIAF) has supported the consolidation, strengthening, and harmonization of public-private partnership (PPP) policies and institutional and legal frameworks of Haiti’s telecommunications and energy sectors. PPIAF’s activities have reviewed, analyzed, and proposed recommendations on existing legislation to support public enterprises entering into long-term contractual arrangements with private sector service providers, and to develop minimum standards and regulations governing PPP contracts. Show Less -

It weakened the ministry's capacity to lead the economic recovery and food security improvements of the country, and set back research, innovation, and extension systems in the agricultural sector. This was due, in part, to the sheer physical destruction of the earthquake but also because MARNDR lacked a centralized archiving system. In this paper, a unique post-earthquake survey designed to provide a rapid assessment of food insecurity in Haiti is used in order to see how adequately emergency assistance... Show More + programs have been allocated. When modelling the impact of various covariates upon assistance allocation, the location of households emerges as the main criterion. This helps to explain why, five months after the quake, government and agencies still seemed unable to provide an efficient allocation of emergency assistance. What is more, those who benefited less from assistance appeared to be on the one hand families headed by women and on the other hand households with disabled members: this obviously runs counter to an "optimal" targeting that would make the most vulnerable ones eligible for assistance in priority. Furthermore, the fact that associations may favour assistance allocation is an interesting result that should be considered further. It is also found that asset losses had no significant impact on the food consumption score, whereas household pre-earthquake wealth did. This result demonstrates that the impact of the shock has been buffered when households had previously enforced coping strategies, regardless of the effects of emergency assistance programs. Show Less -

This is to inform Executive Directors that the State and Peace Building Fund (SPF) Committee has approved a contribution of US$2 million to support the Haiti Reconstruction... Show More + Fund (HRF), a multi-donor trust fund administered by the World Bank. The SPF committee considered various options to respond to the many urgent needs of Haiti and support its reconstruction efforts, including specific projects, one of which would provide for emergency shelters. However, Haiti's post-earthquake Action Plan for National Recovery and Haiti's Interim Recovery Commission (a Government led coordination mechanism) are already supported by the HRF which was established to pool donor funding. The SPF committee decided, therefore, that a contribution to the HRF subject to the terms and conditions of the HRF was the most effective way to support the priorities of Haiti, while ensuring effective donor coordination, increasing harmonization of reconstruction efforts, reducing transaction costs for the government, and avoiding overlapping initiatives and duplication of efforts. Show Less -
