The Joint IBRD/IFC Country assistance
Strategy (CAS) Progress Report covers the Bank's
strategy for assistance to Ecuador for twenty-four months
(through fiscal yea... Show More +r 2002). The Bank's assistance will
sharply focus on a) protecting the poor from the impact of
the recession, b) supporting macroeconomic adjustment, c)
growth recovery and the rehabilitation of the banking
system, and d) implementing key structural reforms for
sustainable development and poverty reduction. To measure
its impact, the program includes performance indicators to
guide implementation and evaluation. To reduce the
possibility of government back-tracking in implementing
reforms, this CAS progress report establishes lending
scenario triggers that rely on specific "hard"
measures that cannot easily be diluted or reversed. The
disbursement of the first tranche is based on policy actions
already implemented, and the other tranches will be
disbursed upon implementation of selected reforms. The
remainder of the lending program is spread evenly during the
period covered by this CAS progress report, and its
implementation will be contingent upon performance and
progress in implementing the government's program. The
Bank's assistance also includes non-lending services to
continue advancing other reforms through building support
