Some lessons learned includes: complex multi-sector operations require sufficient time to implement, even in emergency situation. Effective coordination with other international agencies also requires time and could delay implementation if not taken into consideration. After emergencies, it is common that interest will wane. Broader project development objectives can remain relevant even after the emergency. For multi-sector projects involving more than one implementing agencies, special attention should be paid to the higher complexity of Monitoring and Evaluation (M&E). Preferably, M&E should be carried out by a single unit, but with simultaneous participation of experts from respective sectors to ensure better coordination. If this is not possible, all implementing agencies should include dedicated experts to ensure effective M&E of the overall project. Show Less -

The overall development objective of the Avian and Human Influenza Control and Preparedness Emergency Project is to support the implementation of the Cambodia Comprehensive... Show More + Avian and Human Influenza (AHI) National Plan contributing to minimize the threat posed to humans and the poultry sector by AHI infection in Cambodia, and to prepare for, control, and respond if necessary to a human influenza pandemic. The reallocation is necessary to support implementation of the ongoing activities and to ensure the most effective use of the remaining undisbursed funds from the grants under the proposed extension. In particular, the reallocation is necessary to cover the costs of urgently needed goods and consulting services for Ministry of Agriculture, Forestry and Fisheries (MAFF), goods for Ministry of Health (MOH), and for incremental operation costs for the National Committee for Disaster Management (NCDM). Additional time is needed to ensure achievement of the project development objective (PDO). Under the animal health component, the extension will allow more time to train village animal health workers and more time to develop and implement recommendations for the control and prevention of the avian influenza virus, which is vital given the increase of fatal avian flu in cases in 2011. This will be the first extension of the project's closing date for the International Development Association (IDA) and Policy and Human Resources Development (PHRD) Grants and the fourth extension for the Avian and Human Influenza Facility (AHIF) Grant. Show Less -

The objectives of the Avian and Human Influenza (AHI) Control and Preparedness Emergency Project for Cambodia are to: control outbreaks of avian influenza in poultry... Show More + and thus to limit the economic costs of the disease and the potential for its expansion into humans; and minimize the risks and consequences of a pandemic by planning for such an outbreak, both in terms of human health services but also in terms of preparedness in society as a whole. The reallocation is necessary to cover the cost of urgently needed training/workshop events to increase Ministry of Health's (MOH's) implementing capacity and, more importantly, to ensure staff readiness to respond quickly and effectively in the even to an outbreak with numerous human cases. This source of financing is probably the only alternative currently available to cover this priority activity. On the other hand, the negative reallocation to the consulting services category is not expected to impact the implementation performance because: 1) the amount originally allocated to this category seems slightly overestimated; 2) the existent consulting agreement with World Health Organization (WHO) will provide coverage of most to the needs; and 3) there are other potential sources of external funding for some of the needs for technical assistance and capacity building. The reallocation does not affect the total amounts of original grant agreement, therefore, the Ministry of Economy and Finance has endorsed this proposal. Show Less -

The purpose of these Greater Mekong Sub-region Power Trade Projects is to: 1) Identify and assess environmental impacts associated with transmission lines; 2) Identify... Show More + design, construction and maintenance measures to avoid or mitigate potential adverse environmental impacts, to be incorporated into the final design; 3) Develop an environmental management plan and associated monitoring plan for project construction and operation; and 4) Assess the organizational capacity of the implementing agency and provide recommendations for enhancement. In addition, the objective of the Detailed Environmental Management plan (DEMP) is to determine the necessary practical mitigation measures for avoiding, and/or minimizing negative impacts caused by the Project. This project has a number of potential negative impacts including: a) Land acquisition; b) Disruption of farming activities and the disturbance of crops, bunds, canals and drains; c) Wildlife will be affected by transmission line construction and operation through the loss of habitat from vegetation clearing; d) Exhaust emissions from machinery used for tower and substation construction will be minor, localized and of short duration; e) soil erosion and water pollution.
