The development objective of the Higher Education Quality and Capacity Improvement Project for Cambodia is to: (a) improve the quality of teaching, management, and research... Show More + in project-supported entities; and (b) pilot the targeting of disadvantaged students for enhanced retention. There are four components to the project. The first component of the project is strengthening the capacity of the higher education system. This component will focus primarily on capacity building to improve the overall development, management, and governance of the Higher Education (HE) sub-sector. It will improve the overall development and management of the HE sub-sector by focusing on staff development at the Department of Higher Education (DHE), Department of scientific research (DSR), and Accreditation Committee of Cambodia (ACC), and therefore improving their capacity to offer practical guidance and support to Higher Education Institution's (HEIs). It will concurrently strengthen the organizational capacity of individual HEIs. A strategic staff development plan covering general training, technical skill, and leadership development will be developed, reflecting the specific needs of each Government agency and the overall strategic needs of the sub-sector. The second component of the project is provision of competitive development and innovation grants. This component will help to: (a) strengthen the capacity of participating public and private HEIs and provide the enabling conditions for improved quality in research, teaching and learning; and (b) introduce an efficient and sustainable mechanism, which emphasizes innovation and accountability, in DHE for the allocation of public funds for research in HEIs. The third component of the project is provision of scholarships to disadvantaged students. This component will complement the Government's existing scholarship program and increase the retention of poor students in higher education through the provision of 1,000 "special-priority" scholarships, based on pro-poor targeting and educational criteria. The objective of the Livelihood Enhancement and Association of the Poor (LEAP) in Siem Reap Project for Cambodia is to reduce poverty through rural livelihoods interventions... Show More + such as rice productions, vegetable cultivations, handicrafts, poultry, and fish raisings. Negative impacts include: surface and ground water will be polluted due to the wastewater run-off, soil quality will decline, loss of local breeds, odor and air quality may decline, waste disposal and noise disturbance, public health due to the odor of waste disposal and chemical substances, the use of pesticide and chemical fertilizer will be caused to the water quality. Mitigation measures include: 1) place should be far from the water sources (surface and ground water) in order to ensure that water quality is not going to be polluted, and this subproject can't be developed on the water body; 2) make appropriate dumping site for waste; 3) use appropriate techniques for reducing of odor from waste disposal; 4) regular monitoring of the water quality; and 5) provide technical and skills training to local people as well as farmer on farming processes. Show Less -

The objective of the Additional Financing for Rural Investment and Local Governance Project (RILGP-AF) for Cambodia is to contribute to rural development and poverty... Show More + reduction through supporting provision of priority public goods and services at the commune level, as well as to promote good local governance through support of decentralized and deconcentrated participatory local governance systems at the commune and provincial levels. The primary purpose of this reallocation is to assist the (National Committee for Democratic Development at Sub-national Level) NCDD-Secretariat to ensure that the RILGP is completed as planned under established implementing arrangements. The RILGP-AF project paper (2007) had covered this eventuality, including an allocation of US$450,000 that could be used to support Project to Support Democratic Development (PSDD) Technical Assistance (TA) if it was affected by a reduction in donor support. As this situation has now materialized we are seeking to utilize this allocation and to reallocate from other categories to cover the agreed Bank portion ($1.1million) of the shortfall. The reallocation to cover the PSDD shortfall will fund the TA contract with United Nations Development Programme (UNDP) for provincial advisory services (of approximately $1.1 million) and the ancillary costs for workshops and equipment.
