It will also reallocate proceeds across components and categories in order to enhance efforts to reach the Project Development Objective during the extension period. This is the first extension, and is justified as follows: i. Unforeseen events have caused delays in some critical activities. ii. The lesson learning objective of the project will only be partially achieved by the current closing date. iii. The development of partnerships would benefit from more time. iv. Post-project sustainability will be enhanced by supporting institutional transitions. v. Consolidation of monitoring and evaluation - delays in monitoring and evaluation, caused by difficult procurement processes, have been made up in part, but completion of the Monitoring & Evaluation (M&E) and measurement of results needs additional time. All project implementing agencies have prepared action plans to complete the project by end of March, 2014. The closing date for the project will be extended from January 15, 2012 until January 15, 2013. The closing date for the project will be extended from January 15, 2013 until November 15, 2013 with a 4-month disbursement grace period. This extension is necessary to allow the Project to complete key activities being performed by three working groups established to support the preparation and implementation of the Financial Management Information System (FMIS) that focus on line accountability, accounting standards, and budget execution. Other activities include the finalization of the uniform account code structure (posting rules); IPSAS cash basis implementation; and budget entity implementation for the 2013 budget. While the extension period will not be long enough to finance the FMIS contract (which will be financed under a new trust fund, Public Financial Management Trust Fund), it will support all activities related to the system procurement. In addition, the requested extension will provide essential resources to undertake (i) on-the-job training and capacity development, and (ii) change management and communications related activities to support implementation of the reforms. These include (but not limited to) the uniform account code-structure, the implementation of the budget entity reforms, and the implementation of newly established district (and Khan) funds both at the central and provincial levels. Finally, the extension will allow the completion of the contract for the services of the International Procurement Agent. The borrower has in place an action plan to complete the project. The overall project development objective (PDO) of the Avian and Human Influenza Control and Preparedness Emergency Project is to support the implementation of the Cambodia... Show More + Comprehensive Avian and Human Influenza (AHI) National Plan contributing to minimize the threat posed to humans and the poultry sector by AHI infection in Cambodia, and to prepare for, control, and respond if necessary to a human influenza pandemic. The changes include: (a) modifications of the results framework; (b) a reallocation of Grants proceeds; and (c) certain changes to the percentage of financing for the International Development Association (IDA) Grant and the AHI Facility Grant as well as creation of a new disbursement sub-category for the Policy and Human Resources Development (PHRD) Grant. Progress towards achievement of the PDO is rated as moderately satisfactory, and implementation progress is rated as satisfactory. Current disbursements stand at USD 8,585,587 or 78 percent for all three financing sources combined (as of September 30, 2012). The PDO remains relevant and is a priority for the Kingdom of Cambodia. Continuous efforts are being made in capacity building (including training in rapid response, monitoring and reporting, and infection control measures) and institutional organization, and the pandemic preparedness procedures have been established and continue taking hold, together with an extension of the technical service contracts with the Food and Agriculture Organization (FAO) (for institutional strengthening and technical assistance in animal health, particularly avian flu) and with the World Health Organization (WHO) (for technical assistance and capacity building in response to the threat of avian flu). Show Less -

The restructuring reflects the following changes: the grant agreement will be amended to reflect the full trust fund resources currently available under Australian Agency for International Development (AusAID) and the United Kingdom Department for International Development (DfID). This also includes the additional Aus $ 8 million which AusAID contributed to the program in May 2012. The total trust fund now amounts to USD 86.08 million, which takes into account exchange risks on the remaining donor funds. Factors cited include: (a) difficulties in for the Participating Facility Intermediary (PFI) to evaluate credit worthiness of potential borrowers due to informality of large share of agribusiness sector in Cambodia (i.e. lack of credible book keeping), and (b) competition from other banks with lower loan appraisal standards. Nevertheless, all the loans made under the facility have gone to rice mills to upgrade rice milling equipment, which has increased processing capacity to meet export demand and contribute to implementation of the government's rice export policy. A request form the Royal Government of Cambodia, the restructuring will refinance the Project Preparation Advance (PPA) for the Community-Based Agricultural Productivity Project (CBAPP), which will not materialize before the current closing date of the PPA on September 30, 2012. Show Less -
