The changes include: (i) a nine month extension of the credit closing date from September 30, 2013 to June 30, 2014 to complete the ongoing project activities; (ii) a re-allocation of the project proceeds based on the disbursement forecasts; and (iii) an adjustment of International Development Association (IDA) road maintenance target. The project is now in a good dynamic to achieve its development goals. The restructuring reflects the following changes: the grant agreement will be amended to reflect the full trust fund resources currently available under Australian Agency for International Development (AusAID) and the United Kingdom Department for International Development (DfID). This also includes the additional Aus $ 8 million which AusAID contributed to the program in May 2012. The total trust fund now amounts to USD 86.08 million, which takes into account exchange risks on the remaining donor funds. These impacts will be alleviated by relocation of the transmitter and relocation of the residents exposed to excessive levels of electromagnetic radiation (EMR). An Environmental Management Plan (EMP) will need to be carried out to address the impacts of construction and operation of the tower and antennas at the new location and of decommissioning the existing tower, in accordance with the Bank. The EMP will be implemented, monitored and evaluated during the DFGG project implementation period in a manner satisfactory to the Bank; and this requires preparation of a Resettlement Plan satisfactory to the Bank, including consultations with the displaced and host populations. Show Less -

To ensure effective implementation of safeguards for RAMP, a technical assistance will be provision to Social Environmental Unit (SEU) and Provincial Departments of Public Works and Transport (PDPWTs) to strengthen: (i) supervision and monitoring of safeguard compliance, including reporting; (ii) safeguard training, including consultation with local agencies and communities; (iii) mainstreaming of safeguard requirements into MPWT operations for road maintenance; and (iv) training on implementation of the Resettlement Decree. The project resettlement plan will include: (i) brief description of the sub-project, location and its impacts; (ii) consultation with project affected people; (iii) the baseline information of affected people; (iv) category of Project for Air Protection in Silesia (PAPs) by degree and type of impacts; (v) entitlement to compensation, allowances, and rehabilitation assistance by category of impacts in a compensation matrix; (vi) information on relocation site, where applicable; (vii) institutional responsibilities for implementation and monitoring; (viii) grievance redress procedures; (ix) estimated cost of resettlement and yearly budget; and (x) a time-bound action plan for implementation. Show Less -
