This report analyzes the dynamics of violent crime in Brazil. What factors are driving the overall crime decline in Brazil? Why is violent crime declining in some states... Show More + while it is increasing in others? What types of interventions could help to reduce youth violence? These are the questions that motivate this report. Understanding what has gone right to bring crime down during the past 10 years is crucial to tackling the challenges posed by the new decade. The purpose of this report is to enhance that understanding. To do so, we examine the determinants of the crime shift at the national level, review the experience of the high-performing states, and generate new evidence on the impact of education policies on youth violence prevention. This report is organized in four chapters. Chapter one sets the stage for the issues covered in the report. Chapter two estimates the correlation of the change in crime in Brazil and across regions and states. Chapter three reviews the evidence on the policies implemented to reduce crime and violence in Sao Paulo, Minas Gerais, and Rio de Janeiro. Chapter four presents findings on the impact of school enrollment on youth crime and violence prevention. The last section summarizes key lessons. Show Less -

The development objective of the Second Paraiba Rural Poverty Reduction Project for Brazil is to support the Government of Paraiba's efforts to reduce the incidence... Show More + of rural poverty by: (a) improving access to small-scale socioeconomic infrastructure and services; (b) raising incomes and capital assets through investments in productive activities while facilitating linkages between small producers and national and international markets; and (c) strengthening the capacity of Municipal Councils (MCs) and Community Associations (CAs) to raise funding and harmonize policies and institutional arrangements for delivery of public investments intended to benefit the rural poor. The project PDO and Implementation Progress (IP) are moderately satisfactory. To date, 400 community subprojects have been approved for financing and implementation, benefiting some 24,000 rural families. The rating for financial management is moderately satisfactory and all other fiduciary ratings (i.e., social and environmental safeguards, procurement) are rated satisfactory. The reallocation responds to the borrower's request, approved by the Guarantor's Ministry of Planning through its Commission for External Finance (COFIEX) on August 8, 2012 and received by the Bank on September 4, 2012, to absorb unallocated loan proceeds to finance community subjects and administrative costs, in attainment of the PDO. Show Less -

Although requested as a stand-alone DPL, the operation forms part of a long-term engagement with the State, which started in 2003. It is the fourth1 operation following the two-tranche Minas Gerais Partnership for Development DPL in the amount of US$170 million; the Second Minas Gerais Development Partnership Project, a US$976 million Specific Investment Loan with a multi-Sector Wide Approach (SWAp); and its Additional Financing of US$461 million. The operation is organized around four pillars: (i) budget and public sector management; (ii) social inclusion; (iii) environmental sustainability; and (iv) metropolitan governance.
