It seeks to: (i) provide the provincial government with a reference tool for dialogue and action to strengthen their public financial management systems; (ii) assess the province's PFM systems and identify and address their main fiduciary issues, as well as their impact on the implementation of World Bank operations; and (iii) contribute in a broader sense to the dialogue between the Bank and Argentina's national and provincial authorities regarding fiduciary portfolio management and reliance on the country's systems. The assessment was prepared based on the findings of missions that visited Argentina in the period 2006-2009 and is based on 2006 to 2008 fiscal years. In 2006 the World Bank wrote a report analyzing the situation of logistics in Argentina and identifying the main restrictions on trade flows. That report, entitled 'Argentina:... Show More + the challenge of lowering logistics costs in the face of growth in foreign trade' was the first World Bank study designed to analyze the country's logistics performance. Based on the government's specific objective to achieve exports of US$60 billion by 2010, the report highlighted the need for significant improvement in the efficiency of transport networks and logistics services. In addition, the report underlined the risk of congestion at critical nodes that could develop if exports were to grow at the rate forecasted at that time (a rate that was in fact exceeded between 2006 and 2008, but which suffered a significant decline as from the crisis that began at the end of 2008). The high logistics costs faced by companies in the Argentine northwest (NOA) were also identified as a significant restriction in the 2006 report. The objective of this CFAA is to provide: (i) a diagnosis of national-level Public Financial Management (PFM) systems and practices; and (ii) an analysis of major issues that affect national-level PFM core processes, such as budgeting, accounting and financial reporting, and debt management and the control system. In addition, this CFAA provides an analysis of PFM arrangements for World Bank (WB) and Inter-American Development Bank (IDB) funded operations. In particular, it analyzes public spending distribution at the government level, and the spending composition during and after the currency convertibility. To this end, the period 2000-2001 is compared to that of 2002-2003, supported by information that identifies, and quantifies social spending, considering at the same time, the sectors and agencies involved. The report incorporates new methodological elements in the classification, and presentation of human development spending. The first part describes human development public spending for the period 2000-2001, and the executive and financial responsibilities at each level of government. Likewise, it describes each aspect of the four sectors analyzed: education, health, social assistance, and social safety nets. Moreover, it also includes a financial analysis of each sector and government entity responsible for implementation. The second part, refers to human development public spending during the period 2002-2003. Main changes within the national government are described regarding the sectoral and programmatic composition of public spending, and, the financial and executive aspects of social assistance programs are analyzed, an area where the main changes took place during this period. Regarding provincial government, a group of provinces are examined, selected according to available information.
