Program Manager, Seoul Center for Financial Sector Development, Finance & Markets

Mr. Goyal is currently Program Manager for the Seoul Center for Financial Sector Development located in the WBG Korea Office. He moved to Seoul Center in mid-2015 to establish its physical presence in Korea in partnership with the Korean Government and financial sector related institutions. Mr. Goyal leads the Seoul Center partnership between Finance and Market’s Global Practice and Korean financial sector counterparts to support delivery of WBG country programs and operations by leveraging Korean partner funding, expertise and experience. Prior to joining the Korea office, he led the Finance and Markets engagement in Vietnam. He resided in Vietnam from 2009-2014 and led/ participated in several World Bank Group operations relating to financial sector and private sector development in Vietnam.

Mr. Goyal joined the World Bank’s Financial Sector Department in 1997 and was selected to be part of the Special Financial Operations Unit set up in 1998 to respond to the Asian financial crisis. He was a core member of the Thailand financial crises response team until 2001 and has since worked in several departments and participated in over 120 operations and technical assistance programs in diverse thematic areas. His key areas of expertise include financial sector policy reform, crisis management/preparedness and fostering access to financial services for the poor.  He has led and participated in the joint WB-IMF Financial Sector Assessment Program (FSAP) as well as several multi-sectoral projects, particularly focusing on economic and business environment reforms, SME development, fostering competition and promoting innovation.

Before joining the World Bank full time, Mr. Goyal worked as a Research Assistant in Marketing at the McGill University (Canada) and interned at the World Bank (Washington DC) in summer of 1996. During 1992-95, Goyal was a Research Associate/Economist at the Institute for Studies in Industrial Development focusing on research and policy work relating to industrial development, FDI and transport economics.  He also worked as a Consultant on an ILO-ARTEP project on Industrial Development in India during 1986.

Mr. Goyal holds BA Honors degree in Economics from the University of Delhi, MA and M. Phil degrees in Economics from Jawaharlal Nehru University, India; and an MBA in Finance and International Business from McGill University, Canada.
