Ousmane Dione brings to Vietnam more than 20 years of experience in leading multi-sectors regional and national water, urban and environment programs in Africa, South Asia, Latin America and East Asia and the Pacific Regions.
Prior to this assignment, he served as Water Practice Manager for East Asia and the Pacific Region based in Manila, Philippines from July 2014, where he oversaw the overall dialogue and implementation of water initiatives and projects across East Asia and the Pacific Region.
Earlier, Ousmane had been the Sector Manager for the Philippines Sustainable Development Unit from 2012 to 2014, and several other positions in the World Bank as a Sector Leader for the Andean countries (Bolivia, Chile, Ecuador, Peru and Venezuela) in the Latin America and Caribbean Region based in Lima (Peru), Lead Water Resource Specialist in South Asia Region, and as Senior Water Resources Specialist in the Africa Region.
During this time, he provided strategic leadership to Sustainable Development teams working in the Andean countries on urban development issues, and bringing international best practices on low income housing program in Ecuador. He also provided guidance on the urban transport and mobility agenda in the Andean countries, on the dialogue on energy matrix diversification and the implementation of the energy productive uses in rural areas of Peru. He led the work on the scaling up the rural development agenda in poor lagging regions of Peru; the agribusiness scale up in Bolivia. He also managed the Bank’s work on territorial development in Peru and Chile, including subnational integrated multisector development programs.
Ousmane also headed the sectoral dialogue with riparian countries of the Niger (9 countries) and Senegal (4 countries) river basins including the preparation of institutional reforms and regional multi-sectors water programs. He administered the Sustainable Development sectors dialogue and initiated business developments with governments and lines agencies of Bolivia, Chile, Ecuador and Peru; and frequently led and participated in high level dialogue with client countries to connect the links between the Federal, States and Provincial levels (e.g. Nigeria, India, Pakistan, Peru, Ecuador, Philippines, Indonesia, Vietnam, and China).
Before joining the Bank, Ousmane worked as Lecturer for University of Lyon 3, France on water engineering, and mentored students on research and thesis related to water resources management and infrastructure.
