Kazuhiko Koguchi serves as Executive Director for Japan at the Board of the World Bank Group since August 2016. Prior to coming to the WBG, he was the President of the National Tax College, National Tax Agency in Japan, where he also served as Deputy Commissioner, International Affairs from 2011 to 2012.
Mr. Koguchi held leadership positions in international organizations. From 2012 to 2015, he was the Executive Director for Japan at the Asian Development Bank in Manila. From 1998 to 2002, he worked at the European Bank for Reconstruction and Development in London as well as in Central Asia, first as a Senior Banker with the Financial Institutions Team and later as Director for Uzbekistan, Turkmenistan and Tajikistan. He also held the position of Principal Administrator, Financial Affairs Division, Directorate for Fiscal, Financial, and Enterprise Affairs at OECD in Paris (1990 - 1993).
Mr. Koguchi joined the Ministry of Finance (MOF), Japan, in 1981 and held various positions in the national public administration in different capacities, including Deputy Director General in the Customs and Tariff Bureau, MOF (2010 - 2011), Counselor in charge of the Overseas Economic Cooperation Council, Cabinet Secretariat (2006-2007), and Director, International Organizations Division, International Bureau, MOF (2005-2006).
Mr. Koguchi earned a MBA from the University of California in 1985 and a Bachelor of Economics from the University of Tokyo in 1981.
