Claus M. Happe is the German Alternate Executive Director to the Board of Executive Directors of the World Bank Group.
Before assuming his role as Alternate Executive Director in 2015, he served as head of the Division for Multilateral Development Banks and Debt Restructuring within the Directorate of International Financial and Monetary Policy of the Ministry of Finance. Claus comes to the Bank Group with more than 15 years of experience in both the German Federal Ministry of Finance and the Federal Ministry of Economic Affairs and Energy. In this capacity, he oversaw the financial basis of national and international development banks and restructuring of sovereign debt by public and private creditors. Prior to that Claus was in charge of German state aid cases and surveillance of BaFin, the German financial market regulator.
Previously he worked as a private lawyer in an international law firm. He has also worked with the European Legal Service of the German Ministry of Economic Affairs and Energy and the Legal Service of the European Commission, representing inter alia cases before the European Court of Justice.
Claus earned his Ph.D. in law from the University of Muenster, and studied Law, Philosophy, and Political Science in undergraduate school in Berlin and Muenster.
