Carlos, a Dominican national, joined the Subnational Doing Business team in December 2016 and he currently is working on business regulations, building specific sets of indicators, and documenting the findings in country-specific subnational reports from the Research and Development Center in Chile as Private Sector Development Specialist. He holds a Master in Business and Management from École Supérieur de Commerce de Montpellier (Montpellier Business School), where he was a Fondation de France scholar, a Postgraduate Diploma in Finance degree from Instituto Tecnológico de Santo Domingo and a Bachelor in Economics degree from the same university. Prior to joining the World Bank Group, he worked as a Private Sector Development Consultant for the Inter-American Development Bank and as a Market Intelligence Analyst and Intern for microfinance institutions in the Dominican Republic and France, respectively. Carlos speaks Spanish and French.
