Constituency Secretariat

The Executive Director’s Office in the World Bank in Washington, DC serves as Secretariat and coordinating center for the Constituency. A rotation system is adopted to provide countries equal opportunity to serve the Constituency. They nominate candidates to serve as Executive Director and Alternate Executive Director in the Executive Board of the World Bank, as well as Chief Executive Officer and Alternate of the Secretariat.

Constituency Rules

The Africa Group 1 Constituency is governed by  the Constituency Working Rules and Procedures which were agreed in September 2003 in Dubai, UAE during the World Bank Annual Meetings and last updated in 2016.

The Rules are reform efforts by Governors with the view to enhancing efficiency and effectiveness of representation at the World Bank Group and IMF.

The Rules are subject to review every five years and cover the following:

  • Governance and Accountability issues in the Constituency
  • Constituency Meetings – Quorum and Frequency
  • Issues on Strengthening Executive Director’s Offices
  • Strengthening the African Voice and Participation in the Bretton Woods Institutions
  • The Role of the Constituency Chairperson in Enforcing the Rules of the Constituency

Constituency Meetings 

A minimum of two ordinary meetings of the Constituency are held every year. One during the African Development Bank’s Annual Meetings and the other during the World Bank/IMF Annual Meetings.
