Statistics
can be powerful tools that help us understand our world. But statistics
must be used carefully, and people must understand what the data
do and do not tell us.
It is the
year 2000. You are running for reelection after two five-year
terms as mayor of a city of 800,000 people. In 1990, the population
was 600,000, and at that time 37 percent of the population in
the city had access to safe water. In the year 2000, 40 percent
of the population in the city now have access to safe water.
